Understand, strategize and coordinate the project construction scope and requirement on the project/business case (i.e., Turnaround, upgrading/modification, Brownfields & Greenfields, etc. based on approved FID, project charter, etc.). Draft the requirement in the scope of work or the ITB and other related procedures such as Project Execution Plan and Construction Execution Plan.
Plan, develop and update the project's Construction Work Plan / Construction Execution Plan. The plan covers all the construction strategy, planning, and project resources, i.e., People, Equipment, and Materials required for the project. Detail scope and methodology to execute the project is to be developed.
Monitor, administer, manage and continuously improve the construction execution at the worksite, ensuring that construction work is conducted based on the approved schedule and procedures approved by the project manager. Ensure the work is based on good engineering practices, continuously improving work quality and safety.
Understand and plan the requirements, procedures, and prerequisite requirements for the project in achieving mechanical completion and handover of the assets/facilities. Manage the verification of the work system and physical execution at the worksite prior to acceptance of work. Assist with commissioning works and deliverables.
Plan, monitor, and execute the implementation of project governance during the construction phase or related to the construction works, i.e., Value Management Practices such as Constructability Review, Project Audits such as PIR, Audits, and project reviews. Monitor and verify the completion of statutory requirements during the construction phase.
Plan and manage the project construction close-out report and requirements prior to close-out. Develop and compile the construction lessons learned by the contractor and project team.
Support & execute general construction services and practices led by the home office through participation in department process improvement tasks, construction-related strategic initiatives, and administration activities to establish optimized and efficient construction delivery and sustainable solution partnerships.
Requirements
Minimum Degree in any Engineering discipline (Chemical, Process, or Mechanical Engineering).
Minimum 5 years of working experience in construction for onshore/offshore facilities in the oil and gas industry.
Registered with CIDB.
Has valid Oil & Gas Safety Passport (OGSP-NIOSH) - applicable for Onshore Live Facilities only.
Minimum registered with BEM.
Possess Lifting certification and PMI certification.
Experience in Turnaround Management, Shutdown activities, and Construction Management, especially for PETRONAS OPUs.
Well-versed in Primavera or Microsoft Project.
Experience as a Lifting engineer would be an added advantage.
Conversant in various aspects of Onshore/Offshore Construction activities.
Understanding of Upstream and Downstream Business.
Technical knowledge in Operations (added advantage).
Familiar with relevant government regulations, PETRONAS HSE, and technical specs requirements, e.g., PTS, ASME, etc.
Execute and facilitate the collaborative efforts in self-organizing self-functional teams during various project phases, which consist of Front End Engineering works, detailed engineering, procurement, fabrication/construction, installation, commissioning, start-up, and handover to Operation, with full compliance to project specifications, PETRONAS standards & guidelines, and relevant statutory requirements in order to effectively deliver projects and meet project and business objectives.
