Commissioning Coordinator (Marine)
Role Purpose:
Commissioning Coordinator is overall responsible for all Pre-Commissioning and Commissioning activities to support the successful commissioning of any project in MODEC business areas including hull/topsides/mooring facilities right from preparation phase to execution phase. Commissioning Coordinator reports to Commissioning Manager and is assisted by Lead Commissioning Engineer.
Key Accountabilities:
- Commissioning Planning & Preparation:
- Attend supplier Kick Off meetings to roll out package related commissioning requirements.
- Review supplier documents, review ITR assignment and provide inputs for commissioning schedule.
- Issue both onshore and offshore commissioning procedures, specifications, and other deliverables.
- Assist commissioning manager in the preparation of commissioning manning plan and FSR utilization forecast in accordance with project schedule and budget.
- Participate in engineering reviews and engineering validation activities including but not limited to HAZID, HAZOP, studies, operability, front loading commissioning in design, SCE’s and performance standards in commissioning procedures.
- Review various complex commissioning deliverables, analyze the documents and highlight the shortfalls through a vigorous review process and address these shortfalls with the team.
- Prepare & review company development work methodology/procedures.
- Support in developing project deliverables as per project & client requirements.
- Identify and manage resource requirements to meet schedule and targets.
- Review and evaluate third party services engagement (Technical & Commercial) for Commissioning scope. - Commissioning Execution:
- Overall responsible for all pre-commissioning and commissioning activities following the commissioning strategy set by Commissioning Manager.
- Ensure the Preservation & maintenance activities are performed as per company procedure/process in all phases of the project.
- Ensure Commissioning team expedites/receives Supplier documentation for Preservation, commissioning & mechanical completion from the Supplier as per the company requirement.
- Manage a team of commissioning leads and commissioning engineers for the successful execution of commissioning activities as per schedule.
- Expedite B-ITRs completion as per commissioning plan and priorities.
- Expedite commissioning testing following execution schedule.
- Track and status report all punch lists during pre-commissioning, BITRs, pre-commissioning certification, commissioning, and commissioning certification.
- Oversee B-ITRs and commissioning testing completion are carried out fairly and correctly as per commissioning procedure, project requirement, safety and quality standards.
- Day to day B-ITR completion status expediting, controlling and monitoring the readiness for the next phase activities.
- Manage commissioning safe system of work and PTW.
- Manage SIMOPS and ensure that no unsafe working conditions while execution.
- Supervise technicians to carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements.
- Ensure all regulatory and statutory testing and requirements are performed, and records are maintained.
- Plan and carry out audits of procedures, safety practices and documentation/records with reference to corporate standard procedures to ensure compliance and identify gaps and training enhancement requirements of team members.
- Prepare and maintain commissioning records of site observations, testing processes, and checklists.
- System Completion Dossier (SCD) compilation with the help of MC Assistants.
- Oversee the archiving of completed certification and commissioning documents in document management system. - Commissioning Coordination:
- Coordination with construction team, MC coordinator, lead commissioning engineers, commissioning engineers, and external vendors, and where necessary with key technicians’ team.
- Interact with other engineering departments for obtaining engineering and specific vendor documents & details.
- Independently deal with regulatory authority, class, vendors and clients regarding comments or queries on commissioning deliverables and develop technical/engineering solutions to the issues raised.
- Coordinate functional testing of commissioned systems and engage the Operations team when and where needed.
- Identify elements of project design, contract, and commissioning likely to give rise to disputes. Provide technical input and directions to mitigate the issues.
- Manage demanding expectations of clients which may range from addressing gaps to unexpected work scope variations while ensuring conformance to the project, regulatory, and contract requirements.
- Interact with Suppliers/subcontractors/yards/client as required for site execution support.
- Provide Lessons learnt/Improvement Opportunities based on the project experience.
- Incorporate best practices/improvement opportunities as received from past project experience. - Commissioning Cost Management:
- Ensure that Commissioning manpower cost is managed as per plan.
- Ensure that FSR cost is managed as per plan.
- Ensure that commissioning material/consumables cost is managed as per plan.
- Ensure that the Third-party Commissioning services cost is managed as per plan. - Relationship Responsibilities:
- Reporting shall be as per Corporate/Project Organization chart.
- Develop relationships with client technical or service personnel.
- Maintain good relationships with team members and motivate as required.
- Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members. - HSEQ and Code of Conduct Compliance:

Qualifications:
- Bachelor’s Degree or Technical college certificate.
- Track record of commissioning at least 3 FPSO projects with marine and topside modules. Minimum of 10 years work experience in EPC of onshore/offshore oil and gas or FPSO projects.
Technical Competencies:
- PC skills with proficiency in MS Office, project management (MS project/P6), software & database systems related to system completion.
- Comprehensive knowledge in commissioning management, project management, commissioning methodology principles, quality assurance and HSSE requirements.
- Strong working knowledge of contractual documentation (contracts, waivers, addendums, annexes, scope changes, contractual schedule etc.) and ensures planning and execution complies with contractual requirements.
- Conduct analytical review of complex progress reports to systematically identify issues and address these issues in a timely manner.
- Knowledge of commissioning processes and standards and able to define concepts of completion process.
- Ability to problem-solve with or without the guidance of senior leadership.
- Experience in commissioning & start-up phase.
- Experience of both marine & topsides systems and EPCIC to handover to operations.
- Proven project experience and skills within the field of testing, pre-commissioning, commissioning execution and startup offshore.
- Ability to drive commissioning team for offshore plant startup and stabilization.
- Work experience within strict regulatory environments and aligning commissioning independence with engineering compliance and contractual requirements.
- Significant knowledge of multiple technologies, projects and applications. Working knowledge of competing and alternative technologies.
