Commercial Project Manager

Responsibilities:

1. Formulating procurement strategy and preparation of work package breakup for subcontracts and suppliers;
2. Implementation of Company procurement procedure;
3. Pre-qualification of suitable subcontractors and suppliers for the project;
4. Ensures proper preparation of and completeness of subcontractor/supplier tender documents;
5. Review scope definition documents and interfaces to remove ambiguity and scope gaps;
6. Review queries by bidders and responses to ensure clarity and alignment with Company’s expectations and required apportionment of risk;
7. Bid price analysis, review of all bidder submissions including qualifications / proposed amendments to Company’s terms and scope documents;
8. Internal alignment on selection of bidders and final negotiations to close on all open price items and terms prior to award;
9. Managing and aligning the cost of packages against approved budgets to keep within the project financial and profit objectives;
10. Preparation of recommendation reports for approval to commit to subcontractor/suppliers;
11. Preparation of Letters of Award and Contract Documents and following through for proper execution with due expedition;
12. Providing all bid price information to the Estimating Team to build on current pricing database and for use on future projects and benchmarking;
13. Preparing notices to Client including applications for Substantial Completion / Taking-over Certificate;
14. Implementing project close-out procedures;
15. Alignment of subcontracts/suppliers deliverables with Client Head Contract requirements;
16. Negotiation and settlement of all changes/claims for closing-out of final account;
17. Completing subcontractor/supplier performance evaluation reports for future reference;
18. Proper final documentation for project close-out (bonds, warranties, signed final accounts).

Qualifications:

1. Degree in Quantity Surveying;
2. Familiar with SIA form of contract, PSSCOC & other international form of contract;
3. Experience in the design and construction preferably with some “Fast Track Project” experience for Semiconductor, Data Center, Pharmaceutical, Industrial, or Biotech Projects.
