Position: Civil Site Manager

Working Location: Nilai, Negeri Sembilan

Company Industry: Energy industry

Project Type: Substation

Working hours: 10hrs/day, Monday – Saturday (08:00 – 17:00 / 09:00 – 18:00)

Working Duration: 15 Months

Salary: RM10,000 to RM13,000

Job Description

  • Build strong communication networks with site personnel, owners, subcontractors, and design consultants to discuss and resolve matters such as work procedures, complaints, and construction problems/issues.
  • Prepare and submit budget estimation and progress & cost tracking reports with taking into account of the project margin.
  • Comply to the contracts and negotiate revisions, changes and additions to contractual agreements with consultants, clients, suppliers or subcontractors.
  • Develop and implement quality control programs by implement contractual technical specifications to determine appropriate construction methods.
  • Review and monitoring site progress report to be in line with Project Weekly and Monthly Progress Report as supporting document for invoicing.
  • Responsible for insuring safety is implemented on all civil installation activities.
  • Review all civil drawings for implementation and availability at site.
  • Support all subcontractors site mobilization and all site office set ups.
  • Support the construction manager and civil subcontractors in estimating of subcontract manpower and resources required for successful civil construction works.
  • Oversee and validate quality installations for all civil site activities with the support from site quality manager and engineers.
  • Prepare daily subcontract reports and quality reports with the support from civil site engineer.
  • Coordinate with subcontractor(s) for schedule and sequence of all civil installation activities to meet project schedules and milestones.
  • Coordinating with subcontractors for planning of activities and development of three week look ahead plans.
  • Coordinate with home office design engineering and civil subcontractor’s engineering team to resolve design and construction issues by way of design change notices.
  • Prepare and submit all civil activity site reports.
  • Estimate and calculate all the required civil site materials and follow up to arrange such materials are on site to meet civil schedule activities with the support of civil site engineer.
  • Ensure project is executed as per scheduled millstone dates and protect the company from any risk.
  • Built relation with the customer for quality of installations and schedule adherence.
  • Develop/implement constructability enhancements with design engineering for the civil activities to reduce cost and schedule of installations.
  • Ensure full compliance of Company rules and procedures.
  • Coordinate closely with construction manager, electrical site manager and civil installation subcontractor and other discipline site engineers to improve project site schedule activities.
  • Process of site and subcontractor issued RFI’s, and deviation NCR’s. Responsible for site processing or coordination with home office design engineering and civil subcontractor’s engineer to initiate formal response for implementation and closure.
  • Validation of commodity scope increases related to subcontract scope change. Support coordination with subcontract manager and subcontractor to define subcontractor change order validity to scope change.
  • Work closely with Contract Manager, Project Manager and Construction Manager to manage any possible Variation Order due to Change of Scope at site.
  • Management of civil related construction material and all the site machineries, tools with the support of site civil engineer.
  • Lead construction interfaces with multiple engineering disciplines and sub-contractors.
  • Site document and correspondence management; and
  • Conduct site meeting regularly and attend monthly progress meetings.
  • Manage and organize all the Mark Up drawings, O&M Manuals, Instruction Manuals and As Built Documentation with Document Controller.
Major Responsibilities
  • EHS management
  • Full compliance and practice of GE Vernova Life Saving Rules.
  • To manage the site works according to Site EHS Program agreed with the Owner, GE GSI & GE GSI subcontractors.
  • Demonstrate EHS leadership and ensure Zero Deviation Plan is implemented within the team.
  • Takes responsibility to reward and encourage subcontractors to take proactive steps toward all matters related to EHS in the workplace.
  • Identifies and evaluate EHS risks in own area and implements with subcontractor, practical measures.
  • Participates in hierarchical/ team safety visits and leads EHS improvement initiatives.
  • Sets the example by demonstrating the proper acts and actively observes work conditions and behaviours, giving constructive feedback and celebrating EHS effective prevention.
  • Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
  • Observes routines and behaviours of others and provides immediate feedback regarding unsafe behaviour and celebrates achievements or safe behaviours.
  • Actively and routinely promotes the identification of hazards and near misses to their team/s.
  • Site management
  • To organize all aspects (ready for construction drawings, work permits, manpower numbers & capabilities, materials readiness, …) of project site to be continuously running as per the completion target.
  • Oversee the implementation of all Civil related activities at site.
  • Managing and rectified all the NCRs and Quality Issues related to Civil, Structural, Infrastructure, M&E, Plumbing, Air-Condition, Firefighting, Building Services, etc.
  • QA/QC management
  • To manage the site works following the QA/QC standards approved by the Owner & GE GSI
  • Comply with Quality Procedures, specifications, work instructions and Process/Procedures.
  • Report or resolve any non-conformances and process in a timely manner.
  • Validate subcontractor in-progress installations and final installations for quality control.
  • Site Documentation
  • To manage all required documents for monitoring the site progress (daily/weekly/monthly progress reporting).
  • Maintain records and documentation for inspection, testing, performance, repairs, and upgrades (if applicable) related to Civil, Structural, Infrastructure, M&E, Plumbing, Air-Condition, Sewage System, Firefighting, Building Services, etc.
  • Coordinate and keeping of the latest site mark-up drawings and submit to engineering department for preparation of as-built after the entire project has commissioned and handed over to client.
  • Claim Management
  • To establish the claim proposal towards the Owner and counter-claim towards the Subcontractors
  • Code and Practices
  • Ensure compliance with local regulations, industry standards, and safety codes.
  • Certification and Inspection by Local Authorities
  • Overseeing and coordinating of inspections as per law and regulations with local authorities to get the related certificates.
  • Manage and follow up with all the certifications needed from local authority such as Certificate of Practical Completion (CPC), Certificate of Completion and Compliance (CCC), Certificate of Firefighting System from BOMBA, all the forms required before commissioning of a substation issue by local authorities such as Energy Commission, Majlis Perbandaran, etc.
Required Qualifications
  • Education & Experience
  • Have a University degree in Civil Engineering with 5 years experience in HV Substation and/or Power Plant projects.
  • Proven experience as Civil Manager in Substation and/or Power Plant turnkey project.
  • Strong knowledge of civil works, structure, infrastructure mechanical, electrical, plumbing, and firefighting systems, etc.
  • Familiarity with building related codes, regulations, and industry standards.
  • Proficiency in relevant software and tools such as BIM will be an added advantage.
  • Relevant certifications from Board of Engineer Malaysia (BEM) will be an added advantage.
  • Specific Knowledges
  • Language: English & Malay – in verbal & written
  • Standard office software: Word, Excel, Microsoft Project/Primavera P6
  • Knowledge of contract management.
  • Knowledge of the site management: technical communication towards all parties (Owner, Owner Engineers, GE internal & external teams, subcontractors, design consultant)
  • Business Understanding: manage commercial communication towards all parties (Owner, Owner Engineers, GE internal & external teams, subcontractors, design consultant)
