We are looking for an experienced Civil Engineer to lead the construction and installation of underground fiber optic infrastructure using Horizontal Directional Drilling (HDD), Open Cut trenching, and Manhole Installation. This role is crucial in the first phase of fiber network deployment, where you will be responsible for managing civil works, leading on-site operations, and ensuring compliance with engineering standards and regulatory requirements.
The ideal candidate should have a strong background in civil engineering, trenching, underground fiber duct installation, and utility coordination, as well as the ability to lead teams and work closely with contractors, regulatory bodies, and telecom project managers.
Responsibilities
Lead and execute the construction of fiber optic infrastructure, including HDD drilling, Open Cut trenching, and Manhole Installation.
Develop and review construction plans, excavation layouts, and HDD bore paths based on fiber optic network designs.
Coordinate with project managers, network engineers, and field teams to ensure seamless execution of fiber deployment.
Conduct soil assessments, utility mapping, and feasibility studies before trenching or drilling begins.
Supervise and direct civil teams, contractors, and heavy machinery operators on-site.
Ensure compliance with local authority regulations (JKR, DBKL, MBSJ, TNB, Gas Malaysia, Telekom Malaysia, etc.) for excavation and fiber duct installations.
Prepare and submit permit applications for excavation, road closures, and HDD drilling approvals.
Manage and mitigate risks related to underground infrastructure conflicts (e.g., water pipes, electrical cables, gas lines).
Conduct quality control inspections to ensure all fiber ducts, manholes, and trenching works meet industry standards.
Monitor project progress, cost management, and material procurement for efficient project execution.
Lead safety protocols and traffic management plans for construction sites in compliance with OSHA and CIDB regulations.
Prepare as-built documentation, reports, and engineering assessments for project completion and future expansion.
Qualifications
Bachelor's degree in Civil Engineering, Construction Engineering, or a related field.
Minimum 5-7 years in civil infrastructure for fiber optic projects, HDD drilling, Open Cut trenching, and manhole construction.
Candidates with experience in telecommunications infrastructure, ISP fiber backbone projects, or underground utility works.
Strong knowledge of JKR, DBKL, MBSJ, and other authority requirements for underground works.
Experience in obtaining excavation, HDD, and road closure permits.
Preferably CIDB, HDD Safety Certification, OSHA, or BEM-registered Civil Engineer.
