The Chief Technology Officer (CTO) is responsible for IT operations and ensuring that technology delivers real business value for BSIB.

The CTO defines how technology creates competitive advantage and value for BSIB, while aligning technological advancements with BSIB’s business goals, ensuring operational stability, scalability, security, and digital transformation. The ability to balance operational excellence with strategic innovation is critical.

The CTO is responsible for leading BSIB’s and Regional technology vision, strategy and execution, innovation, security and infrastructure in Malaysia.

The CTO reports directly to the APAC Regional Office and with matrix reporting to BSIB’s management team. The CTO will work closely with BSIB’s key stakeholders to deliver technology-driven value and benefits of digital transformation in the Malaysian market.

Specifically key responsibilities will include but are not limited to:

1. Technology Strategy – Develop and execute a long-term technology vision that is aligned with BSIB’s and Regional business objectives. Create and implement the technology roadmap with clear metrics and KPIs that support business growth and operational efficiency. Proven ability to turn technology (e.g., cloud computing, AI) into a competitive advantage.
2. Innovation, Digital Transformation & Agile Adoption – Identify opportunities for innovation and create an environment/culture where innovation thrives. Drive the adoption of digital technologies (e.g., cloud computing, API-based architectures, AI) to improve scalability, reliability, and performance; implement Agile practices.
3. Technology Architecture – Ability to connect the dots across technology, corporate strategy and customer experience to drive digital transformation. Design interconnected technology ecosystems that drive efficiency, scalability, flexibility and seamless integration, interoperability and value co-creation across internal systems and third-party services. Must be able to select the appropriate technology stack, ensuring they are agile enough to adapt to the changing demands by customers/stakeholders, creating solutions that not only meet expectations but set new benchmarks for user experience.
4. Leadership & Team Management– Build, mentor, and lead high-performing teams, fostering a culture of innovation, agility, and excellence. Proven ability to transform IT teams from a support function into a dynamic, value-driven technology team – one that fuels innovation, accelerates digital transformation and enhances business impact.
5. Operational Management – Oversee IT support, incident management, SLAs. Optimise IT service delivery, helpdesk efficiency and system uptime. Drive automation in IT Operations to improve monitoring and issue resolution.
6. End-to-End Delivery Management – Oversee the design, development, testing, and deployment of technology solutions, ensuring high availability, security, and performance.
7. Product Development Oversight – Drive seamless end-to-end technology-related development that enables BSIB to deliver products/services to stakeholders from ideation to launch, while ensuring scalability, user-friendliness, and market-readiness.
8. Technology Governance – Ensure adoption of cybersecurity best practices, and compliance with regulatory standards, risk management framework and group policies. Identify potential vulnerabilities. Prepare the organisation to withstand and recover from sophisticated cyberattacks, minimising downtime and safeguarding operational continuity. Prepares the organisation for multiple future outcomes (e.g., tech disruptions, market shifts) and ensures comprehensive crisis management strategies (from real-time incident response to long-term recovery plans) are in place to mitigate risks. Ensure secure and efficient data storage management.
9. Technology Budget Management – Develop and monitor the company’s technology budgets and ensure they fit into the overall BSIB budget.
10. Sustainable & Ethical Technology Development – Experienced in integrating green technologies into the organisation’s roadmap, reducing environmental impact while meeting consumer and regulatory demands.
11. Stakeholder Management – Ability to communicate effectively with non-technical stakeholders, including senior leaders. Foster collaboration with other functions within the organisation, locally and regionally. Excellent technology vendor and partner management, with strong ability to negotiate contracts and service agreements for cost efficiency and strategic alignment.

Job Specification:

Qualification:

Degree in Computer Science / Software Engineering / IT, with strong academic results. Master’s or advanced qualification in area(s) such as Digital Technology / Cybersecurity / MBA is an added advantage.

Experience:

Delivery & Execution: 15+ years in enterprise technology, with at least 5 years in a leadership role overseeing large-scale technology platforms. Hands-on experience leading technology transformation programmes in complex enterprise environments.

Strategic & Innovative Thinking: Proven track record of designing innovative and secure technical solutions that align with business objectives.

Technical Expertise: Deep expertise in technology systems, IT infrastructure, security, integrations, APIs, data processing, cloud computing, and modern software development practices.

Regulatory Knowledge: Well-versed in BNM’s and other regulatory frameworks, and compliance standards.

Technology Leadership: Demonstrated leadership in driving technology/IT department growth and transformation.

Stakeholder Management: Strong stakeholder engagement; proven ability to build consensus and align diverse teams toward shared goals. Excellent oral and written communication.
