Job description

Role Purpose:

  • Conduct domestic open market operations to achieve the Bank’s monetary policy and financial stability objectives.
  • Conduct comprehensive market surveillance and intelligence analysis on interbank secondary bond market activities, encompassing monitoring of trading prices, yields, and market practice.
  • Continuously develop and enhance systems to ensure operational efficiency, while also ensuring the reliable dissemination and publication of data with a focus on maintaining accuracy and integrity.
  • Strategically plan, introduce, and monitor initiatives and measures aimed at fostering the continuous development of the domestic bond market, with a focus on enhancing market dynamics, liquidity, and overall growth, while maintaining a proactive approach to address challenges and seize opportunities within the financial landscape.
  • Advise on the efficient and cost-effective issuance of government securities, optimizing processes and fostering fiscal responsibility.

Principal Accountabilities:

  • Deliver comprehensive market feedback derived from diligent surveillance, monitoring, and analysis of the local financial market. Additionally, conduct thorough assessments of bond market operations in other countries, contributing to a holistic understanding and valuable insights.
  • Undertake initiatives to enhance bond market liquidity by introducing innovative financial products, reviewing existing policies, and fostering collaboration with relevant departments. Additionally, explore opportunities for engagement in international or regional efforts aimed at furthering market development.
  • Conduct research to stay informed about global trends in monetary policy and bond market practices, ensuring our proactive understanding and adaptation to evolving financial landscapes.
  • Systematically monitor and analyze trends in benchmark bond yields, continuously assess market liquidity, and conduct thorough evaluations of securities' valuations, to ensure a comprehensive understanding of the dynamic landscape, supporting informed decision-making and strategic positioning.
  • Conduct thorough market analysis and intelligence, remaining vigilant about daily developments.
  • Provide timely reports to management on market activities and feasibility studies for future initiatives, contributing to strategic decision-making.
  • Provide input for the auction calendar concerning the issuance of government papers.
  • Enhance market infrastructure by focusing on system development and maintenance, encompassing internal systems such as BNM's ISCAP, and market systems including RENTAS Segregated Securities Account (SSA) and FAST systems.
  • Facilitate the execution of essential legal documentation for borrowing and lending facilities with institutional investors and financial institutions, especially GMRA for the digital banks.

Requirements:

  • Academic Qualifications: Degrees or professional qualifications in accounting, economics, banking, finance, or other related educational backgrounds are preferred; however, we are open to candidates with non-related educational backgrounds who demonstrate an extra aptitude to learn and thrive. Holding a CFA or PPKM designation would be an added advantage.
  • Experience: Min 2 years of working experience in Treasury operations and knowledge of international economics and financial markets.
