Job description

Procurement Assistant Manager has the responsibility to develop supply chain management strategies and plans to ensure all procurement activities are in line with customer requirements and expectations for timely and cost-effective delivery.

  • Assisting in planning, formulate, lead and control Group-wide Procurement Policies and Guidelines by way of improving the overall procurement process through structured procurement tools and SOPs so as to ensure targeted synergistic benefits and financial savings are achieved.
  • Assisting in planning and implement all spectrum of supply chain management activities, supplier selections, resources planning, cost savings activities and etc. for the Group.
  • Monitoring and conduct strategic procurement analysis and reviews to identify purchasing trends and best value suppliers to achieve economies of scale.
  • Establish a vendor management database to ensure that it is well set up and maintained to reduce the dependency on limited suppliers for particular stock/item in accordance with Group’s policies.
  • Monitoring and control of the day-to-day warehousing and logistics activities to ensure better cost efficiency and stock accuracy.
  • Plan, monitor and coordinate with Operations Department (Head office) on spare parts purchases (Vessel Managers) and on stock/materials purchasing plan (especially during new vessel launches) as well as to identify new potential suppliers to ensure Fleet Operations are well equipped.
  • Plan and collaborate with Finance Division to ensure that all Group procurements are in accordance with Group LOAs and SOPs to promote greater alignment and governance of procurement practices in the Group.

Requirements

  • Bachelor’s degree in any field and holder of sea-going certificates, e.g. 1st Class Marine Engineering Certificate of Competency.
  • Chartered Institute of Purchasing & Supply (CIPS) qualifications is an added advantage.
  • At least 5 years’ experience in a procurement role within the Offshore Support Vessel sector.
  • Experience in professional procurement tools and techniques.
  • Have led successful supplier negotiations with third party companies.
