JOB PURPOSE

To assist Head, Group AML/CFT Compliance Officer who is the appointed Money Laundering Compliance Officer (MLCO) of the Bank to oversee Bank-wide AML/CFT Compliance management.

ACCOUNTABILITIES

(1) Process

a. Policy & Procedure

  1. Conducting an annual review and on-going review for the Bank’s AML/CFT Policy & Procedures & AML/CFT Department Standard Operating Procedures (SOP) inclusive of Group AML/CFT Framework i.e. relevant functions as the umbrella policy pertaining to AML/CFT matters.
  2. Assist and liaison person for AML/CFT Compliance Department on matters pertaining to the circular issuance and ensuring it is aligned with the existing internal and regulatory requirement.
  3. Collaboratively with relevant stakeholders to establish appropriate AML/CFT Policy requirements, controls and up skilling across business.
  4. Assist in conducting gap analysis on current AML/CFT Policy & Procedures and incorporating new AML guidelines/policy documents issued by Bank Negara Malaysia (BNM) from time to time.
  5. Assisting in developing Standards and Capability in business, designing standardized KYC/CDD process and controls, methodologies, business level policies and procedures etc.

b. Advisory

  1. Provide an appropriate & meaningful advice and opinion on AML/CFT related matters to business and operations departments inclusive of the subsidiaries to facilitate them in carrying out their primary responsibilities related to AML/CFT.
  2. Proactively provide independent, meaningful, value-add oversight and challenge to senior management, challenging existing practices and recommending proportionate solutions to strengthen AML/CFT framework within Affin.
  3. Provide timely analytical commentary and insights regarding AML/CFT proposed solution to applicable governance forums and senior management.
  4. Support Unit Head and Head of Department by providing informed and evidenced confirmation regarding compliance with policies and risk appetite.
  5. Supporting Unit Head roles to provide an appropriate & meaningful advice and opinion, perform AML system Check/ internet search on AML/CFT related matters to business and operations departments to facilitate them in carrying out their primary responsibilities related to AML/CFT.

c. Reporting

  1. To assist on matters pertaining to the regulatory and management reporting inclusive of, but not limited to, matters pertaining to the AML/CFT Compliance as well as other relevant information which warrant to be reported.
  2. Assist Unit Head and/or the person-in charge in managing the preparation of the relevant AML/CFT reports assigned for internal/external reporting process which include updating Management Committee Meeting (MCM) and Board of Directors (GBCC and/or full Board of Affin Bank Bhd/Affin Islamic Bank Bhd Board) and Bank Negara Malaysia (BNM).
  3. BNM Reporting: BNM Half Yearly Reporting – UNSCR, MOHA, BNM Yearly Reporting – Reporting on Exposure on Customers from High-Risk Countries, BNM Ad-Hoc Reporting – as and when required.
  4. Assist in preparing the necessary or relevant dashboard for reporting purposes.

(2) Customers/Stakeholders

  1. As a Compliance Officer of which one of the main core functions is to provide advisory as well as managing the stakeholder.
  2. Audit related activities inclusive of the Compliance Review arena where the engagement is extended not only to the respective Business Unit on the audit / review activities conducted but also to the Audit and Compliance Review unit.
  3. Assist the Unit Head and Head of AML/CFT Department on the resolution of areas that required attention.
  4. Provide and insight advisory related to the AML/CFT Operation related.
  5. Proactively engage with the customer/business unit/stakeholders inclusive of BNM (if need be).

(3) People

  1. To assist Head of AML/CFT Compliance conduct training/educating staff on AML/CFT system.
  2. Educating the business and operations departments on the value and necessity of AML/CFT compliance mission and strategy via meeting / briefing.

(4) Other Responsibilities

  1. To undertake any other duties as assigned by Head of AML/CFT.

JOB REQUIREMENTS

  1. Degree in Business Administration, Finance, Accounting, Banking or any other fields that is related to the Banking & Financial Institutions.
  2. Possess an ICA or relevant certification specifically in AML/CFT/Sanction is an added advantage.
  3. Good knowledge/understanding of banking and financial services regulations and/or applicable laws which is/are related to AML/CFT & Sanction, along with compliance best practices.
  4. Understanding the banking and financial services operations, products and its services.
  5. Ideally someone with at least 5 years of experience within Compliance (either Regulatory or AML/CFT).
  6. Business Acumen and able to manage various levels/type of stakeholders inclusive of Senior Management.
  7. Extensive knowledge and have a sound understanding on the KYC/CDD requirements which also includes accessing customer profile and background for both individual and non-individual customer.
  8. Possess a good analytical and problem-solving skills and able to work in multiple work-assignment.
  9. Possess strong analytical skills in analysing, reviewing and converting all relevant information and data on the customer and able to connect to the customer’s profile as well as transferring the relevant data and statistics into an information well understood by the relevant stakeholders.
  10. Strong project management skills will be an added advantage.
  11. Strategic thinker with experienced and smart commercial judgement in balancing business opportunities and risks.
  12. Possess strong initiatives and positive attitudes with a good writing skill, communication skills as well as interpersonal skills.
  13. Experience in policy writing will be an added advantage.
  14. Self-driven, independent and meticulous.
  15. Good knowledge of Microsoft software such as MS Words, MS Excel and MS PowerPoint.
  16. Able to work independently with minimum supervision.
