Prepare detailed cost estimates, feasibility studies, and preliminary budgets. Provide cost input during the design phase to ensure project feasibility and value engineering.
Tender Preparation and Evaluation:
Draft tender documents, including bills of quantities, specifications, and pricing structures. Evaluate bids and prepare tender comparison reports for management review. Assist in contractor and supplier selection, negotiation, and appointment.
Contract Preparation:
Draft and review contracts based on standard forms (FIDIC, JCT, etc.) or bespoke agreements. Ensure alignment of contracts with project specifications and company policies. Post-Construction Phase (Post-Contract)
Cost Control and Monitoring:
Monitor project costs, budgets, and expenditures to ensure alignment with the approved budget. Prepare periodic cost reports, cash flow forecasts, and variance analyses for stakeholders.
Change Management and Claims:
Evaluate and process variations, extension of time (EOT) claims, and other contractual changes. Provide recommendations for resolving disputes and claims.
Payment and Final Accounts:
Verify progress claims and certify payments to contractors and suppliers. Prepare and settle final accounts, ensuring accurate and timely closeout of contracts.
General Responsibilities:
Maintain detailed records and documentation for all cost and contract matters. Ensure compliance with local regulations, industry standards, and contractual terms. Collaborate with internal and external stakeholders to support project delivery.
Job Requirements
Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
A degree in Construction Management, Project Management, or a related discipline is an advantage.
5 years of relevant experience in cost estimation, quantity surveying, and contract administration within the construction or infrastructure sector.
Proven experience in handling pre-contract and post-contract responsibilities.
Familiarity with managing both large-scale and smaller projects, including variations and claims.
Excellent negotiation and contract management abilities.
Strong analytical and problem-solving skills to address cost and contractual challenges.
Effective communication and interpersonal skills for collaborating with internal teams and external stakeholders.
Attention to detail and high levels of organizational efficiency.
Ability to work under tight deadlines and handle multiple projects simultaneously.
Proficient in speaking and writing Mandarin.
