The Site HSE Advisor reports directly to the Projects Package Manager & HSE Managers.
He is in charge of direct support of all operations on the Subcontractor’s plant, relating to projects activities such as, but not limited to Bulkheads assembly including welding, lifting, Hydrotesting, NDT, transportation, storage, loading/unloading, warehousing, ensuring implementation of the projects HSE rules and procedures.
His responsibilities include but are not limited to:
- Assist the Package Manager in the implementation of the Projects HSE-MS, Project Safety Plan, SOPs in place at the Subcontractor’s plant.
- Ensure the safety of personnel, equipment and assets through the industry standard practices, Risk Analysis, Job Safety Analysis, Permits to Work, Toolbox Talks, as described and required in the Project HSE Documentation.
- Promote usage by all work force of Observation/STOP cards that will help determine a trend of corrective actions to be implemented at site either through “on-hand” or specific third-party training.
- Organize and lead weekly HSE meetings with the workforce, where activities, incidents, near-misses will be reviewed with the crew and corrective actions decided.
- Lead the daily Operations Meeting along with the Sub-Supplier’s Project Manager & HSE Rep.
- Be custodian of all documents issued daily prior or during operations, vehicles and equipment checklists, attendance list, Observation cards, various reports, etc. that will be filed in the HSE dept. records and kept for audit purposes.
- Coordinate and submit the preparation of HITRA’s, PTW’s that will be required for non-routine operations; operators will be involved in the preparation of such documentation, and the approved result will be discussed in presence of the Sub-Supplier’s Project members during the TBTs prior to work.
- Help the Sub-Supplier’s Project Manager and HSE Coordinator in keeping track of the lifting equipment, sling register, ensuring that all equipment taken out for use on the site is recorded in the logbooks and inspected prior to use.
- Coordinate with the Sub-Supplier’s HSE team the monitoring of operations at site.
- Promote good practice and enforce safe operations procedures.
- Be responsible for proper and timely reporting of near-misses, incidents; review and investigation are completed as per Plan and corrective actions are implemented and documented.
- Provide KPI’s and statistics for reporting purposes to the Project HSE Managers on a weekly basis.
- Other duties as assigned by Package & HSE Manager.
General Qualifications Required:
• Appropriate experience in the Oil & Gas Industry or academic qualifications
• Experience in handling, lifting, hoisting. Experience with similar production (steel welded assemblies) is required.
• Word, Excel, PowerPoint, internet.
• Italian & English speaker with operational knowledge in English both spoken and written is essential for this position. French is a plus.
