Médecins Sans Frontières (MSF) translates to Doctors without Borders, was founded in 1971 in Paris by a group of journalists and doctors.
We provide medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. Our teams are made up of tens of thousands of health professionals, logistic and administrative staff - bound together by our charter. Our actions are guided by medical ethics and the principles of impartiality, independence and neutrality. We are a non-profit, self-governed, member-based organisation.
In 2020 MSF OCB has handed over the responsibility for the implementation of their operations in Italy to MSF Italy, with the mandate to focus on migration.
In 2022 the project People on the Move (PotM) was launched, with the objective to ensure that people landed and/or transiting on the Italian territories, have prompt access to adequate medical care and are referred to suitable services, with a focus on early identification of specific medical vulnerabilities related to primary healthcare (PHC), sexual and reproductive health (SRH) and mental health (MH).
At the moment, the active location is Agrigento across the reception centres (CAS) for adults and unaccompanied minors. The project provides basic medical assistance through mobile clinic activities. Following the formalisation of an MOU with the Ministry of Health, the team will also be operational in a joint MSF-MOH MH ambulatory. Accordingly to the needs, ad-hoc PSS (Psycho-Social Support) activities for critical situations may be organized and delivered.
Main purpose
Participates in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF.
Main Tasks And Responsibilities
- In collaboration with the Project Coordinator and the rest of team, the Deputy Medical Coordinator and MoH partners, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols. Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors. Ensures regular contact with MoH and other local medical actors.
- Is responsible for the medical data collection, analysis and reporting to the Deputy Medical Coordination in the capital in order to ensure a proper monitoring of the program.
- Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
- Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.
- Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
- Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.
- Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.
Context Specific AccountabilitiesQuality of care- Define and review the project medical strategy, in collaboration with Project Coordinator and Deputy Medical Coordinator.
- Ensure that MSF medical guidelines are followed, in collaboration with Deputy Medical Coordinator and Mission Specialized Activity Manager.
- Define together with the medical team the frame of the HP strategy (tools, package of activities), ensuring the supervision and the follow up of the implemented activities.
- Liaise with MoH staff to define protocols and SOPs to increase the quality of the services provided, in collaboration with the medical team.
- Prepare and provide modular trainings to public/private actors to sensitize them on migrants’ health.
- Improve data collection and epidemiological surveillance systems in the project, in line with the medical strategy of MSF Italy programs and in collaboration with the medical department and project team.
Team management & organization- Coordinate efficiently all the members of the medical team and the services provided by project partners to facilitate, support, and ensure access to health services for beneficiaries.
- Coordinate and manage medical meetings within the project and with the project partners’ to enhance medical governance and sustainability.
- Prepares and provides modular trainings to public/private actors to sensitize them on migrants’ health.
- Support MSF PSS interventions accordingly to the SOP in place.
- Participate in Project & Mission reporting, sharing medical feedback and analysis if required.
- Participate in the development of the medical budget and its forecast.
- Be the focal point for staff health issues and implement health policies, including scheduling of monthly supervision appointments.
- Available to travel to other areas in Italy to support project context changes, if required.
- Act as backup of Project Coordinator when she/he is absent.
Networking & medical advocacy- Network and liaise with external health actors when needed.
- Support the advocacy strategy of the project, in collaboration with the Project Coordinator and Advocacy Officer.
- Participate to COM events, in coordination with the Project Coordinator.

ConditionsContract Fixed term contract of 8 months (renewable), Full-time. Level I of Italian CCNL of Commerce. Candidates should hold a work permit to work in Italy.
Gross Annual Salary Euro 40,593.79 - 48,713.00 depending on the MSF experience of the selected candidate.
Duty Station Project is based in Agrigento, it is essential to be flexible to move in different locations accordingly to the project needs.
Compensation and benefits- Health Insurance health insurance will be granted through the Italian National Health Care System plus an extra medical insurance (Sanimpresa) for contracts with a duration of 90 days or greater, which covers medical costs, illness and hospitalization, permanent invalidity and death (100k).
- The staff will be entitled to a luncheon voucher worth €5 for each day worked for at least 4 hours for the entire period of his/her contract.
- Accommodation for relocated staff only MSF provides accommodation in the form of collective housing (shared accommodation with a contribution based on the duty station)
- Transport MSF will cover a round trip ticket at the beginning and at the end of the contract and an additional round trip ticket will be paid by MSF between the place of domicile and assignment location every 12 months of contract for non-Italian residents.
