Since 2007, when LWF established its work in Chad, it has been implementing humanitarian assistance and development programs in the provinces of Moyen Chari, Logone Orientale, Logone Occidentale, Chari Baguirmi, Lac, Ouaddaï, Sila, and in the city of N'Djamena. Intervention sectors cover food security, protection, climate change resilient livelihoods, water, hygiene and sanitation, nutrition, education, etc., in line with the 2025-2031 national strategy. Gender, inclusion, and diversity remain cross-cutting themes fully integrated into various interventions.

Our partners in Chad include related agencies and member churches (Diakonie Katastrophenhilfe, CLWR, ELCW, ELCA, GNC), United Nations agencies such as UNHCR, UNICEF, WFP; governments (Canadian-GAC, Germany-GFFO), foundations, and other financial partners.

In view of the growing humanitarian response, the program plans to expand its area of intervention in the east, targeting the provinces of Wadi-Fira and Ennedi. However, a degree of flexibility will be maintained in line with the development of new needs in the country and the changing funding context.

Operations are coordinated from field offices, with a national coordination office in N'Djamena. To ensure quality implementation, LWF Chad is looking for a talented, competent, and committed Programme Coordinator to provide leadership, management, coordination, and constructive relationships with stakeholders. This is a senior position requiring effective diplomacy, analytical competencies, facilitation skills, and unquestionable integrity. Representation and networking skills are essential to fulfill this role. Fluency in French is a requirement for this position.

Purpose

The Programme Coordinator is responsible for the overall supervision of operations, ensuring the quality and development of the Chad program. The position holder will be based in N'Djamena with frequent travel to the various intervention areas of LWF.

This is a leadership role, and the incumbent will be part of the country program management team, promoting effective analysis, design, communication, and management of implementation teams, with a strong emphasis on accountability to people we serve, partners, and donors.

Required qualifications

A university degree in a field relevant to the humanitarian, development, social, or program management sector, or a university degree in a technical field related to LWF's areas of intervention, with substantial experience in project/program coordination or management.

Knowledge, skills and experience

1. Substantial experience (minimum 5 years) in national coordination within an organization with a similar mission to LWF.
2. Demonstrated innovative and situational leadership as a leader and developer of teams/people.
3. Proven skills in managing complex work in difficult conditions with limited resources.
4. A good communicator, facilitator, and networker, acting with tact and diplomacy.
5. Comfortable with traveling within the country, sometimes to remote areas, to provide local support to staff and ensure the quality of operations.
6. Knowledge and experience of collaboration with UN agencies, government agencies, and development actors.
7. Experience in conducting advocacy at local and international levels.
8. Knowledge of LWF or an associated agency is an asset.

Main duties

Leadership

1. Contribute to strategic direction and decision-making as a member of the LWF management committee in Chad, aiming to build an effective, efficient, and evolving team.
2. Ensure the effective and comprehensive coordination of the LWF program in Chad to guarantee the quality of operations in both emergency and recovery contexts.
3. Contribute to program development through fundraising, strategic direction, and creating new perspectives.
4. Contribute to the professional development of program teams by identifying capacity-building needs and participating in the recruitment of competent staff.

Management and Coordination

1. Ensure activities are implemented in accordance with donor requirements as outlined in project agreements, and in compliance with LWF's principles, code of conduct, policies, and directives.
2. Foster the development of partnerships at all levels by identifying and strengthening capacities, and adhering to principles to ensure harmonious implementation of projects.
3. Monitor project planning and budgets; review narrative and financial reports for all projects within the program, ensuring their timely submission.
4. Supervise the activities of the PMER unit, ensuring that the planning, monitoring, and evaluation of all projects are conducted in line with LWF and donor guidelines, and that all dedicated tools (particularly Activity Info) are in place and used effectively.
5. Organize field visits to ensure the effective implementation of project activities, compare theoretical reports with practical achievements, and discuss gaps with area or project managers.
6. Coordinate, prepare, and participate in staff coordination meetings in collaboration with area coordinators, project managers, and heads of support departments.
7. Ensure professional and fruitful collaboration with the Regional Program Coordinator and other thematic advisers in Geneva to benefit from strategic and technical guidance.

Personnel Management and Collaboration with Other Support Units

1. Ensure the orientation of new staff members, the development of performance objectives, and their review within all teams under your responsibility.
2. Manage operations staff in accordance with the human resources manual, anticipating and managing workplace conflicts.
3. Collaborate with other team members to ensure effective management of logistics services, procurement, and asset management in the LWF sub-offices.

Communication, Networking, and Fundraising

1. Work with stakeholders in the country to ensure effective coordination of operations, particularly with the government, UN agencies, international NGOs, donor representations, and other civil society organizations.
2. Assist the Country Director and work with the Regional Grant Manager/Global Funding Officer to identify funding opportunities and manage the project submission process.
3. Participate in and lead advocacy initiatives in collaboration with other actors and NGOs in areas of LWF's operation.
4. Contribute to the development of project proposals, the drafting of reports, and the preparation of all other project and program documents in accordance with required formats, requirements, and deadlines, while ensuring the participation of involved staff.
