Project Nature (T26): Act as a team leader in Application Development team, and to maintain a high development standard for supporting inhouse and outsourced applications/services to CAD

Duties:

1. Serve a contract assignment under InfoTech's headcount, full-time second to serve the CAD;
2. Provide Project Management Support on ITMU Application Development Projects;
3. Provide Funding Application Support to OGFIO FAF projects;
4. Provide System Analysis Support to Application Development;
5. Manage Inhouse programmers / outsourced vendors on Application Development;
6. Assure all Application Development aligned with Gov Standards, including:
1. OGCIO Circular No. 2/2015 - Best Practices and Guides for Delivery of IT Projects;
2. OGCIO Circular No. 3/2014 "Planning of IT Projects under Block Allocation Head 710 Computerisation Subhead A007GX";
3. Best Practices for BA (G60);
4. Effective Systems Analysis and Design Guide (G61);
5. Practice Guide for Agile Software Development (G62);
6. Practice Guide for Scoping and Planning of Large-scale IT System Development Projects (G63);
7. Resource Estimation Guide (G19);
7. Assure all Application Development projects comply with CAD ISO9000 and ISO 27000;

Yrs of Relevant Exp: 2.0

Requirements:

Degree: Degree in Information Systems or equivalent

Technical Skills:

1. At least 4 years' experience in JavaScript Programming (JAP);
2. At least 4 years' experience in JAVA Programming (JAV);
3. At least 3 years' experience in Object-oriented Analysis and Design (OOA);
4. At least 3 years' experience in Structured Query Language (SQL);
5. 3 years' experience in Oracle Application Server (OAS) is an advantage;
6. 2 years' experience in Project Management Professional (PMP) (PMP) is an advantage.

Non-technical Skills:

1. At least 4 years' experience in project management (PRM);
2. At least 2 years' experience in Government tendering procedures (GTP);
3. 2 years' experience in managing Government projects (MGP) is an advantage;
4. 2 years' experience in IT service/outsourcing management (OUT) is an advantage.

Education: Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;

Experience: At least 5 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
