BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Partnerships Coordination Service (PCS) manages a wide range of digital tools and platforms that support the Partnerships function in effectively carrying out and delivering on the Partnerships management and resource mobilisation. Recognising the shifts in the resource mobilisation landscape marked by shrinking resources and growing response needs, PCS submitted a proposal to the US government (BHA) to carry out a digital transformation in the WFP Partnerships function, to empower Partnership Officers in the field with a more efficient, automated system that fosters transparent communication with donors and partners. The BHA approved the discovery phase to conduct a 360-degree review of WFP’s Partnerships function’s digital needs, WFP’s existing tools, and a landscaping of best relevant technologies available to meet the needs and propose a model for transformation of partnerships tools and systems. The proposed discovery will provide a clear pathway for designing and implementing the proposed digital solution.
The Digital Landscape Designer will be part of the PCS team, reporting to the Project Manager. The incumbent will be responsible for leading the technical analysis of the relevant digital interventions and CCIs, facilitate outreach with the relevant stakeholders in the field and headquarters and coordinate with technical teams on data architecture to design WFP Partnerships function’s digital ecosystem.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Lead project technical vision and roadmap:
- In line with the BHA-funded project proposal, the consultant will support in defining a WFP Partnerships digital transformation project roadmap, budget and resources needed for implementation of solutions for the field and in HQ.
- Analyze complex issues in existing processes and solutions to provide critical input to the programme for improvement, including new process design, methodology and technology whilst considering policies and programme questions throughout the partnerships value chain.
- Design solutions based on Palantir Foundry (DOTS), Tableau, BO, Salesforce, AI and any other relevant platform principles for data integration, ontology, workflows, advanced data analysis and AI.
- Work closely with the TEC teams to develop and implement solutions in with the selected technology stack, including integration with other corporate systems and tools.
- Facilitate the work with the wider Partnerships team to define what data is needed to support business processes and work with data owners to ensure data is cleaned, integrated, and analyzed in for precise decision making.
- Facilitate/Co-lead workshops with Partnerships business owners to design or re-think business processes and workflows.
- Facilitate the collaboration with Partnerships business owners to deliver solution demos to Country Offices, Regional Bureaus, and HQ to understand their needs and identify opportunities to continuously evolve solutions.
- Regularly present and report to senior management in HQ to promote new approaches and demonstrate added value of solutions.
- Travel to the field to ensure their involvement and support the discovery and implementation of solutions and ensure cohesion of technology and business value to contribute to country CSPs.
- Manage team resources and workplans for roll-out phase:
- Develop a workplan for the year including highlighting staffing/skills gaps.
- Train and mentor existing and new PCS team members (agile methodology, DOTS platform capabilities, new way of working/digital transformation).
- Facilitate workshops on complex problems and solutions between the systems team and end users.
- Use project management skills to ensure that relevant teams and individuals are consulted and involved in decision making at key points and that all decisions made are clearly documented and communicated.
- Support on the materials needed to report to WFP senior management and donors on project progress.
DELIVERABLES AT THE END OF THE CONTRACT:
- Partnerships Function digital ecosystem Report written and approved by Management.
- Roadmap for implementation defined and completed.
- A workplan for the project team and key stakeholders that represent the Partnerships function for implementation phase.
- Sharing of transformational ideas with existing PCS team members and arriving consensus.
- Use previous CCIs and investment cases in the building of the discovery report.
QUALIFICATIONS & EXPERIENCE REQUIRED:
- Education: University Degree in Business Administration, Data Management, Information management, Statistics, Communications, or other related field of study.
- Experience: Minimum 5-10 years post graduate progressively responsible professional experience (of which a minimum 2 years’ experience working within WFP) of working on projects related to digital transformation or innovative tech. Experience managing people, budgets, and projects. Experience working in a busy analytical environment. Experience working with teams and managing budgets. Experience in strategically summarizing and conveying technical issues in briefs and meetings with senior management.
- Knowledge & Skills: The candidate must demonstrate project management skills (agile methodologies particularly), strong business & data analysis skills. Strong experience with Palantir Foundry and Tableau as examples. Strong written and oral communication skills including substantive report writing skills. Ability to work in multi-cultural and multi-ethnic environments.
- Languages: Fluency in English.
