#Li-6 Are you passionate about inspiring change and making a real-world impact using technology? The IRC is looking for a highly skilled Digital Innovation Manager to join an innovative anti-trafficking initiative focused on using technology and Artificial Intelligence to combat human trafficking, including online. The project aims to leverage cutting-edge technologies, particularly Artificial Intelligence (AI), machine learning and GenAI, to identify and disrupt traffickers' digital activities, and protect victims of human trafficking. The role will involve researching online trafficking patterns, co-developing AI-based tools for prevention and protection purposes, and suggesting ideas and advising on further tech & AI-driven strategies to combat human trafficking.

This role provides an outstanding opportunity to bring to bear brand-new technologies, such as Artificial Intelligence (AI), to identify and disrupt traffickers' digital activities and protect victims of human trafficking.

The Digital Innovation Manager will be a crucial component of the implementation of a new project, provide ongoing support and suggest new ideas. In this project we hope to build a website with knowledge base that stores this content, build adaptive social marketing and awareness campaigns that counter emerging trafficking methods online, create GenAI-assisted video and content creation tools, and Chatbots that can navigate affected people and responders through relevant content. This role will be responsible for ensuring these initiatives are completed in an agile manner, responsive to the ever-changing landscape. The successful candidate will establish and maintain operating procedures and guidance for the technical administration of the project, to ensure that repeated technical processes work efficiently. This position requires strong technical knowledge in social marketing, and capacities to learn or advise on Artificial Intelligence. They must possess problem-solving skills, excellent interpersonal and creative skills, a high level of independence, an interest in the use of technology for humanitarian purposes, and the ability to work well in a non tech-savvy, multicultural, dynamic environment.

Major Responsibilities:

Responsibilities include, but are not limited to:

Trends Analysis and Prevention

  1. Continuously identify emerging trends in traffickers’ tactics to identify and exploit victims online, including the use of social media, the dark web marketplaces, and communication channels used by human traffickers.
  2. Adapt prevention strategies alongside anti-trafficking experts to better counter the latest trafficking methods, along with the Anti-Trafficking Technical Adviser and Senior Technical Adviser.
  3. Produce regular technical reports on findings, AI model performance, and the effectiveness of digital monitoring tools.
  4. Create training materials and resources to support team members and collaborators in understanding AI technologies and cyber intelligence techniques.
  5. Train and strengthen capacities of the Anti-Trafficking team to counter current methods using emerging technology and Artificial Intelligence.

Social Targeting and Content Development

  1. Populate the IRC Anti-Trafficking website with expert-prepared content, alongside the Anti-Trafficking technical adviser and rest of the Anti-Trafficking team.
  2. Develop automated systems for monitoring online environments for suspicious activity related to trafficking, including but not limited to recruitment, exploitation, and online solicitation.
  3. Explore Generative AI tools, including GenAI video generation to create content that provides information and training.
  4. Utilize social listening technology to monitor trends utilized by traffickers and create online marketing strategies that counter them.
  5. Manage Social Media Business Accounts and administer advertising campaigns based on targeting data.

Technical Project Management

  1. Coordinate with the Hewlett Packard Enterprise Foundation team for the development of AI tools and for the overall development of the project.
  2. Coordinate the creation of the anti-trafficking website storing Anti-trafficking content, counter trafficking campaigns and assets alongside technology vendors.
  3. Coordinate the development of AI Chatbots with other IRC units and HPE.
  4. Ensure that project applications of technology adhere to ethical standards and align with IRC policy and the rights of victims.

Technology Partnerships and Business Development

  1. Maintain positive relationships with technology partners, such as HPE, and vendors.
  2. Participate in conferences and other thought leadership events.
  3. Contribute to business development and grant writing as it relates to technology and social marketing.

Organizational Priorities

  1. Participate actively as a member of IRC’s Program Excellence within the Resettlement, Asylum and Integration / Safety, Health and Education Technical Unit teams.
  2. Collaborate closely with other teams within the IRC working on Artificial Intelligence.
  3. Other duties as assigned by supervisor.

Job Requirements:

Work / Educational Experience:

  1. Bachelor’s or Master in computer science and/or systems engineering.
  2. 5+ years of experience in social media marketing, data analytics, innovation, software development or related fields like cybersecurity, AI/ML, etc.
  3. Exposure to social impact work settings, Anti-Trafficking a plus.

Demonstrated Skills and Competencies:

  1. Experience and skills in popularizing complex technology concepts to non tech-savvy people.
  2. Experience managing technology projects in digital media, preferably with a proven track record of working on real-world tech projects focused on social impact, human rights, or humanitarian causes.
  3. Experience creating, A/B testing, and measuring impact of social media advertising campaigns.
  4. Experience analyzing social media trends through customer or landscape analysis.
  5. Highly proficient in Social Media tools, Social Media Marketing, Social Listening, Artificial Intelligence tools (GPT, Claude, Gemini, etc), Web Analytics, Microsoft Office.
  6. Ability to think creatively, identify human and technical problems, suggest new ideas, and develop innovative approaches to technology challenges in humanitarian settings.
  7. Passion for using technology to make a positive impact on society, with a commitment to ethical practices and human rights.
  8. Strong organizational and time-management skills; patience, proven ability to prioritize and deliver on time.

Preferred Experience & Skills:

  1. Excellent English writing and speaking skills.
  2. Full proficiency with two or more media ads platforms (e.g., Google Ads, Facebook/Meta Ads, Twitter/X Ads, Programmatic DSPs).
  3. Full proficiency with two or more social listening platforms (e.g., Talkwalker, Sprout Social, Hootsuite, etc.).
  4. Knowledge of Data Analysis tools and principles (PowerBI).
  5. Knowledge of Figma and basic User Experience Design principles.
  6. Experience in a humanitarian or development organization, or similar is an asset.
