Project Nature (T26)

Duties

1. Serve a contract assignment under InfoTech's headcount, full-time second to serve the CAD.
2. Manage and supervise a pool of outsourced system analysts, analysts programmers and programmers for in-house application development and network infrastructure projects to meet dynamic aviation requirements and ensure compliance with ISO9001 and ISO27001 standards.
3. Manage and supervise a pool of outsourced system analysts, analysts programmers and programmers to ensure IT applications and systems align with OGCIO's guidelines.
4. Develop and update Intellectual Property Rights Protection and Software Asset Management.
5. Establish and regularly update the information technology (IT) strategy of CAD regarding IT applications and network infrastructure.
6. Assist senior management in the preparatory work for the Departmental IT Plan.
7. Develop and plan for synergies to meet the IT Security Policy and guidelines.
8. Assist with the coordination and preparation for IT-related survey returns to OGCIO and other B/Ds.
9. Lead coordination with various parties within and outside the Government and various Government bulk contractors for smooth implementation of work assignments.
10. Oversee and monitor the progress of various activities during the work assignment life cycle to ensure completion according to the implementation schedule and meet work assignment requirements on IT projects.
11. Plan and schedule meetings during the work assignment life cycle, prepare meeting agendas, chair meetings, and take notes for all meetings with various parties.
12. Oversee ICT security for compliance with OGCIO's IT security policy and lead the Information Security Compliance Audit by OGCIO.

Requirements

1. Degree holder in Computing & Networking or equivalent; or Degree holder with Graduate Certificate or above in Information Technology or equivalent.
2. At least 10 years of IT experience.
3. At least 3 years of supervisory experience with an ICT Team.
4. At least 6 years of experience in IT project management in application development/network infrastructure.
5. Familiarity with OGCIO guidelines on IT security and ISO standards related to Information Technology.
6. At least 8 years of experience in coordinating IT procurement.

Technical Skills

1. At least 5 years' experience in Lotus Notes Administration & Technical Support (LON).
2. At least 5 years' experience in Networking (NET).
3. At least 5 years' experience in Security Risk Assessment and Audit (SAA).
4. At least 5 years' experience in Information Security Management (ISM).
5. At least 4 years' experience in IT Planning (ITP).
6. At least 4 years' experience in IT Security (ITS).
7. At least 4 years' experience in Endpoint Security Solutions (ESS).
8. At least 2 years' experience in IT Security Scanning Tools (SST).

Non-technical Skills

1. At least 5 years' experience working with the Government (GOV).
2. At least 5 years' experience in IT audit (ITA).
3. At least 4 years' experience in project management (PRM).
4. At least 4 years' experience in IT procurement (PRO).
5. At least 4 years' experience in quality audit under CMMI or ISO (QAT).
6. At least 4 years' experience in the management and support of Government systems and services (GSS).
7. Good coordination skills are a must.
8. 6 months' experience in managing corporate IT security framework (CSF) is an advantage.
