Reports to: Director of Legal & Company Secretary

Contract: 15 months Maternity Cover - Specified Purpose

Location: Newtownmountkennedy, Co.Wicklow or By Agreement

Role Objective

This role will be responsible for managing the processing of all appeals under the Access to Information on the Environment Regulations (AIE Regulations) lodged with the Office of the Commissioner for Environmental Information. The role will also provide extensive legal support and guidance to AIE first instance decision makers and internal reviewers.

Responsibilities

  • Managing the processing of all appeals under the Access to Information on the Environment Regulations (AIE Regulations) lodged with the Office of the Commissioner for Environmental Information (OCEI).
  • Prepare legal submissions and respond to queries to the OCEI.
  • Leading High Court appeals relating to the AIE Regulations to include engaging and instructing external legal counsel.
  • Provide support to AIE decision-makers and internal reviewers in legal interpretations of AIE requests, ensuring all statutory requirements are met.
  • Monitoring developments in AIE, including legislative changes, decisions of the OCEI, and decisions of the Irish and European courts.
  • Assisting the AIE Team in providing training programmes for all staff on AIE.
  • Assisting with the publication of an AIE disclosure log.
  • Reviewing and updating internal processes and procedures for management of AIE requests.
  • Advising internal stakeholders on a range of legal, corporate, regulatory and compliance issues, disputes and any other legal matters that arise in the day-to-day operation of the business.
  • Providing support to other legal teams as required.

Desired Technical/Professional Competencies

  • Qualified Solicitor with a minimum of 2 years relevant post qualification experience, ideally with a background in regulatory law, corporate governance, data governance, or litigation.
  • Excellent drafting skills.
  • Good understanding of AIE Regulations or demonstrable ability to upskill quickly.
  • Strong legal research and analytical skills and ability to provide statutory interpretation.
