Position Mandate

Resonance has been awarded a Walton Family Foundation (WFF) grant to serve as the lead secretariat for Phase III of the Indonesia Tuna Consortium from 2024 to 2026 (“Project”). The Indonesian Tuna Consortium was created in 2019 to coordinate a cross-sector approach to developing science-based policies and regulations, implement social and economic programs to improve fisher livelihoods, and integrate these policies into a holistic harvest strategy for tuna fisheries in Indonesia’s archipelagic waters. The goal of the consortium is to bring key stakeholders from across the non-profit, private, and public sectors to establish a harvest strategy that was officially adopted by the Government of Indonesia (GOI) to secure healthy, sustainable tuna fisheries and fisher communities throughout Indonesia.

The Indonesia Tuna Consortium is seeking a consultant to serve as the Strategic Communications Consultant in a short-term capacity with a focus on building and supporting execution of a strong communications strategy and implementation plan for the Tuna Consortium. The consultant will liaise with the five in-country Tuna Consortium members and Resonance, utilizing the recommendations of the team as well as their own expertise in the subject and the audiences targeted, to build a recommended communications strategy with specific activities and products aimed at reaching our main target audiences which can include government stakeholders, fisher communities, the private sector, and the global impact community. The consultant will also support the development of templates, design and drafting of content and materials, and timelines or plans for disbursement of content as requested by Resonance and as aligned with the needs of the project.

This is a consultant position. The consultant will work closely with Resonance, as well as the Tuna Consortium Partners (MDPI, YKAN, IPNLF, Marine Change, and Fair Trade USA) to ensure alignment with the mission of the Indonesia Tuna Consortium. This consultancy may require domestic travel on short notice.

Scope of Consultant Services Needed

This consultant will have a set of deliverables and timelines for activities. Below are some illustrative functions that the consultant will engage in. A final consultant scope will be included as part of the consultant agreement.

  • Develop a comprehensive communications strategy and implementation plan for the Tuna Consortium (TC) in coordination with Resonance and the five members.
  • Facilitate virtual and/or in-person workshop discussions to ensure alignment between Tuna Consortium members on the communications strategy, ensuring consistent and unified messaging.
  • Develop a content calendar, including recommendations on when, where, and how messaging should be deployed for target audiences.
  • Develop content and design materials for joint-TC, public-facing communications and outreach materials (e.g., brochures, newsletters, etc.) in coordination with relevant external stakeholders (e.g., the government of Indonesia, industry associations, USAID/Ber-IKAN, etc.).
  • Develop templates, draft content, and design media tools and materials for public-facing communications and outreach materials.
  • Provide guidance to the individual Tuna Consortium members on communications strategy or materials upon request.

Required Education & Experience

  • Minimum bachelor’s degree in communications, English, international development, or other applicable disciplines.
  • Minimum of 6 years of progressive experience in a communications role, focused on the development and dissemination of communication materials (newsletters, technical reports, marketing materials, etc.).
  • Experience developing polished communications products for high-level clients and public-facing audiences.
  • Demonstrated record of drafting and copyediting external communications materials, including providing graphics design and document formatting.
  • Fluency in written and spoken English and Bahasa Indonesia is required.

Preferred Education & Experience

  • Prior experience or knowledge about seafood industry trends and/or fisheries policy development, particularly in Indonesia.
  • Prior experience engaging with or communicating to the Government of Indonesia.

The Consultant will be available for travel domestically and/or internationally as set forth in the scope.
