The Strategic Purchasing for Primary Health Care (SP4PHC) project is a nine-year program supported by a grant from the Bill & Melinda Gates Foundation (BMGF) that supports countries in improving how funds are allocated to healthcare providers to achieve the goal of universal health coverage.

In Indonesia, SP4PHC has been working with the Ministry of Health (MOH) since late 2022, supporting the MOH’s Health Transformation agenda and focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing four workstreams to support the MOH: PHC Consortium (Workstream 1), improving JKN purchases of PHC services (Workstream 2), fostering integration of telemedicine (Workstream 3), and performance management (PM) for decision-making at the district level (Workstream 4).

SP4PHC has been appointed as a co-coordinator of the MOH-led PHC consortium in four selected districts. The PHC consortium aims to set up a catalytic learning platform where key national and subnational government, academic, and external stakeholders can work together to diagnose and improve how purchasing at the PHC level occurs within the context of integrated primary care services. Activities under the Consortium include fund flow tracking, health performance assessment, and capacity building. Furthermore, in 2025-2026, ThinkWell envisions supporting the improvement of performance management capacity at the district level to empower the District Health Office (DHO) to leverage existing data for decision-making, mainly in resource allocation areas.

To support this vision, several activities related to district monitoring and decision-making support will be carried out. The Senior Health Management Analyst position will be a core technical member of the SP4PHC Indonesia team and will report to the Project Director. This is a full-time position based in Jakarta, Indonesia.

SP4PHC-Specific Responsibilities:

  1. Lead the quarterly tracking of performance monitoring data in each district, which will be reported to the funder. This includes liaising with District Technical Assistants (DTAs) in each district to collect data, review for quality and completeness, and analyze key trends across time and geographies. This will include liaising with local research partners.
  2. Lead the implementation of the performance management workstream and coordinate activities with district authorities, the MoH, local research partners, and others to support decision-making mechanisms at the district level, with support from the Global Senior Technical Advisor and Project Director.
  3. Support the development of the practical design of performance management activities at the district level, including adapting the PM framework to develop a ready tool for Indonesia, designing and overseeing necessary data collection, analysis, and products for dissemination.
  4. From the initial PM assessment in selected districts, help design key interventions that will improve how DHO leadership uses evidence for key decisions that can enhance PHC performance in their jurisdictions.
  5. Collaborate with the Senior Health Policy Analyst and Project Director to manage and ensure alignment of DTA activities in partnered districts.
  6. Oversee the technical assistance provided by universities in the Consortium and work closely with them to deliver high-quality and timely outputs.
  7. Collaborate, align, and manage relationships with key partners like the Summit Institute for Development (SID) in the design and implementation of performance management under the same funder.
  8. Present at relevant forums and participate in technical working groups related to the performance management workstream.
  9. Build and maintain strong working relations with technical and management units in partner organizations, especially the Ministry of Health and District Health Office, including partnerships with other relevant development agencies.

Requirements:

Qualifications:

  1. Master’s degree in business administration or public administration with 5+ years of experience in the Indonesian health system.
  2. Experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO is a value-added.
  3. Strong capacity and experience working with local governments and with monitoring and evaluation (M&E).
  4. Advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g., STATA) preferred.
  5. Exceptional analytical, research, and problem-solving capabilities.
  6. A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work.
  7. Tech-savvy and skilled at visual display of data.
  8. Demonstrated poise and professionalism in engaging with external partners, donors, and stakeholders.
  9. Fluent in English, both for speaking and writing.
  10. Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations, as well as across work areas. Writing samples (i.e., international scientific articles as first authors) will be valued.
  11. Ability and willingness to travel up to 25%.
