Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 150 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement.
Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:
Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.
Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.
Prospera commenced in March 2018 and will conclude in February 2026.
The Role
We are seeking a Research Analyst (Budget) to provide assistance to the PROSPERA Budget Team in supporting the Government of Indonesia (GOI) counterparts to enhance the quality of spending through better public financial management.
We are seeking a candidate with a strong foundational understanding of public financial management at both central and local government levels. Knowledge of sectoral PFM in areas like health, infrastructure, or regional governance, as well as familiarity with government planning and budgeting processes, would be beneficial. The Research Analyst will be expected to assist the Senior Economist (Budget Team Lead) and Economist (Budget) in several key areas: (i) conducting analyses on budget policy, including evaluating the effectiveness and efficiency of government expenditures at both the aggregate level and within selected priority sectors such as health and social protection; (ii) analysing consolidated Central and Subnational Government fiscal data; (iii) evaluating regional fiscal transfers; and (iv) coordinating effectively with counterparts to ensure cohesive communication and strategy execution.

The ideal candidate will possess strong qualifications and experience as follows:
Remuneration will be set according to Prospera’s National Remuneration Framework Group C, Job Level 1. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to Indonesian employment regulations and tax obligations. This position is a long-term position, open for National Indonesian applicants.
