Position Overview:
Responsible for leading, designing, and delivering CAPEX projects. This includes CAPEX fund management to ensure actual spend aligns with the spend forecast, committed to CPS Center.
Act as Project Management Office (PMO) for CAPEX projects to ensure project milestones and execution are met according to timeline.
Serve as plant representative during discussions with vendors regarding User Requirement Specification (URS) creation, bidding, Factory Acceptance Test (FAT), commissioning, and Site Acceptance Test (SAT) processes.
Involved in routine projects ideation e.g. Plant of the Future (PoF), Site Master Plan (SMP), Long Range Planning (LRP).
Function Related Activities/Key Responsibilities:
PROJECT DESIGN AND DELIVERY
Liaise with users to create comprehensive URS, explore available engineering solutions in the market from various reputable vendors, perform Non-Disclosure Agreement (NDA) if needed, and adapt between user specifications and available options to conclude the best reasonable solution.
With the assistance of the Finance team, engage in negotiation and purchasing (PO creation) of services and goods within the scope of projects from local and overseas vendors as requested by the plant’s needs.
Lead project delivery, monitor progress, and be hands-on in FAT, installation, commissioning, SAT, and during operational and performance review prior to handover to maintenance and operational teams.
Collect all important documentation during project design and delivery such as drawings, FAT, commissioning, SAT, performance review results, Berita Acara Serah Terima (BAST), and operational and maintenance handbook.
Update the project status and payment release time in SAP.
Provide proper handover and training (not always as a trainer) to maintenance and operational teams.
Ensure strict compliance with COBC (Code of Business Conduct), Safety, KORE, and any other new policy/requirement.
MENTORING AND ADVISORY
Be a mentor and/or advisor to selected project leaders from other departments.
Assess and monitor the document collection from projects led by other departments.
Monitor project progress (Project Management Office/PMO) that is led by other departments.
STRATEGY
Contribute advice and suggestions in PoF, SMP, and LRP discussions.
Provide project and fund status to the Engineering Manager as discussion material to global and local stakeholders through agreed platforms and routines, such as the current SAP system, PowerApps, and several routine meetings.
Education Requirements:
Degree in Mechanical Engineering or equivalent.
At least 10 years of relevant experience is essential (project execution, equipment installation commissioning, and validation), preferably in a manufacturing industry.
Demonstrated experience of delivering enhancements to systems is required.
Willingness to take on challenges and show confidence in ambiguous situations.

Functional Skills:
Project control and management: scheduling adherence, budgeting, proper document control.
Technical knowledge to assess and compare available solutions in the market, e.g. piping, instrumentation, automation, water treatment, wastewater treatment, CIP & COP skid, process equipment, end of line equipment (liquid and powder), etc.
Basic knowledge of safety and sustainability to be incorporated into URS.
Create workshops to gather user personas (expectation, pain points, needs).
Convert user personas into URS with technical language.
Communicate the URS to vendors.
Compare vendors and options based on technical views, vendor reputation, after-sales solutions, and life cycle cost.
Negotiate or adapt user personas to vendor or budget limitations to achieve the best reasonable solution.
Communicate effectively with local and global stakeholders regarding project status, constraints, timeline, and budgeting.
Provide mentorship sessions to more junior project leaders from other departments.
Provide handover and training to maintenance and operational teams.
