Job description

Duration: initial 12-month contract (extendable)
Location: Jakarta, Indonesia residential full time


This position is required to support multiple assets across the business unit and provide Instrument Control system engineering experience and knowledge.


Assignments will range from front-end conceptual engineering through detail engineering, procurement, site engineering, pre-commissioning and commissioning and handover activities to stakeholders.


This position shall also provide Control & Safety system interfaces for Greenfield topside facilities and brownfield tie-in to existing assets with respect to Engineering, detailed design, procurement, fabrication, installation and HUC supports.


Must be familiar with international codes such as IEC, ISA, ISO, BS, NFPA, TUV Rheinland, PTS.


Initially based in the Jakarta Office for interfacing with EPCIC contractor during detailed design phase. Will roll over to fabrication yard during construction stage to provide support to Control system, fabrication, installation and site activities and ultimately to offshore platform up to completion of first gas.

Function


Assist Lead/Senior Instrument & Control Engineer in the following:


  1. Implementing local and international design codes and practices to comply with regulatory requirements.
  2. Implementing company Control system philosophies, strategy and related procedures in line with current industry codes and best practices.
  3. Review of Control system design basis, design premise, philosophies, specifications and all Control system project deliverables.
  4. Carrying out Control system improvement opportunities for assets within the business unit.
  5. Managing EPCIC related field control systems scope in Engineering Consultant office, fabrication yard and offshore.

Engineering


Assist Lead/Senior Instrument & Control Engineer in the following engineering activities:


  1. Developing/updating Instrument control system engineering requirement.
  2. Review and input to all Control & safety system engineering deliverables from EPCIC contractor. Ensure all deliverables are in accordance with FEED documents.
  3. Review and approve drawings, specification, datasheets and all control system technical documents and deliverable.
  4. Ensure that EPCIC contractor’s deliverables are issued meeting planning & schedule requirements.
  5. Responsible for the design, specification, sizing and selection of Instrument Control System, including packaged equipment control system.
  6. Responsible for the technical interface with vendors and suppliers including the review of design deliverables and integration of vendor information into the overall facility design.
  7. Maintain a complete record of technical deliverables and correspondence to support design decisions and Instrument control system selection, documenting all key engineering calculations.
  8. Review and ensure control system architecture meeting company philosophies and specifications.
  9. Provide Control System engineering support to other engineering disciplines, HSSE, QA/QC, construction, procurement, and commissioning.
  10. Participate and provide discipline input in design reviews and workshops like IPF classification/SIL Assessment, Alarm Rationalisation, 3D Fire & Gas mapping review, HAZOP, HAZID, ELSOR, Constructability Review, PDMS Review, etc.
  11. Participating and supporting FAT, SAT, mechanical completion testing, pre-commissioning, commissioning and start-up activities.

Project


Assist Lead/Senior Instrument & Control Engineer in the following project activities:


  1. Preparing scopes of work in relation to the Instrument Control system discipline and interfaces, and review and evaluate technical submissions prior to award.
  2. Oversee Control system scope of work performed by consultants, contractors and suppliers to ensure timely completion within cost and compliance with the Company’s technical specifications and contract or purchase order.
  3. Management of Control System vendors to evaluate technical bids, review vendor documentation, and attend factory inspections as required.
  4. Review and coordinate control system works both onshore and offshore and provide instruction and guidance to construction personnel on technical issues in line with the project requirements.
  5. Responsible for all control & safety system activities during construction at fabrication yard, offshore platform and onshore/offshore brownfield host tie-in.
  6. Interfaces and follow-up of control system packages progress procured by Contractor during EPCIC stage from Procurement tracking stage up to pre-commissioning and offshore commissioning stage as and when necessary.
  7. Provide assistance and support in managing capital projects across Business unit.

General


  1. Participate in project meetings, interface meetings and design reviews.
  2. Provide technical support, advice and guidance to operating and maintenance personnel on piping engineering aspects of facilities.
  3. Build control system discipline knowledge by leveraging expertise through technical networks and consolidating technology issues into summary documents.
  4. Raise and discuss key or critical technical issues with the Lead/Senior Instrument & Control Engineer to develop cost effective solutions, using best operating practice and current industry design criteria.
  5. Participate in various EPCIC ICSS & Control system activities, including Procurement Tracking and delivery progress meetings, Control system installation, support fabrication, inspection and testing progress meetings as and when necessary at designated location.

Requirements


  1. A bachelor's degree in Electrical/Electronics Engineering, Control system Engineering or equivalent is required.
  2. Registered with Board of Engineers Malaysia (BEM) as a graduate engineer.
  3. Conversant with Instrument control & safety system design requirements using IEC, ISA, ISO, TUV Rheinland and other applicable codes and standards.
  4. Demonstrate an understanding of the full project cycle from concept development through to handover of system to stakeholders.
  5. Demonstrable knowledge of control and safety system design and philosophies, control narrative, system architecture, system communication protocols and hardwares, asset management system, data Historian (PI, OPC etc), ICSS domain securities & firewalls, alarm handling & management, Technical system specification, CCR/LER layout.

Specific Competencies Required


Control Systems Design and Engineering:


Expertise in designing, implementing, and maintaining complex control systems in offshore and subsea environments. Proficiency with DCS, PLC, SCADA, SIS, and other control system architectures commonly used in the oil and gas industry.


Automation and Process Control:


In-depth knowledge of automation principles, process control loops, and the integration of control systems with process equipment. Strong understanding of process control algorithms, PID loops, and other optimization techniques.


Safety and Regulatory Compliance:


Familiarity with industry standards such as IEC 61508/61511 (safety instrumented systems), ISO 9001, and environmental health and safety regulations. Ability to design and maintain systems that meet stringent safety and reliability standards.


Troubleshooting and Problem-Solving:


Advanced troubleshooting skills for diagnosing and resolving control system issues, both in the design phase and during operations. Analytical skills to diagnose system failures and implement corrective actions efficiently.


System Integration and Commissioning:


Strong experience with system integration across various control systems and disciplines (electrical, mechanical, instrumentation) to ensure project success. Experience in commissioning and troubleshooting complex control systems in an offshore environment.


Project Management:


Strong project management skills, including experience managing control system projects, schedules, and budgets. Ability to lead and coordinate activities with engineering, procurement, and construction teams to ensure project timelines are met.


Communication Skills:


Effective communication skills to interact with multidisciplinary teams, contractors, vendors, and management. Ability to clearly present technical information to non-technical stakeholders.


Training and Development:


Ability to mentor and train junior engineers, technicians, and operations staff on control systems and troubleshooting procedures. Strong presentation skills to lead technical workshops and training sessions.
