Forestry and Biodiversity Advisor (GCF Project)

The German Development Agency GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH) is a federal enterprise supporting the German government in promoting international cooperation for sustainable development and international education work. GIZ’s main commissioning party is the Federal Ministry for Economic Cooperation and Development (BMZ) along with a number of other German Government agencies and international clients, including the European Union, bilateral and private sector donors, and multilateral funding institutions.

In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ), and multilateral funding from the Green Climate Fund (GCF) for implementing the project "Land-based Mitigation and Adaptation Through Jurisdictional Approach in West Kalimantan".

The project objectives are to achieve a paradigm shift through a landscape approach to forest and land management to foster low emission and climate resilient sustainable development pathways balancing protection and production. The project will focus on the following three components: (1) Strengthening the institutional regulatory framework for climate-informed landscape planning, (2) Scaling up climate-resilient and low-emission agricultural and agro-forestry practices, (3) Implementing community-based forest and landscape management. Implementation of the project at West Kalimantan Province will be decentralized in five regencies: Kapuas Hulu, Sintang, Ketapang, Sanggau, and Kubu Raya.

GIZ is recruiting an Indonesian qualified candidate for the position of: Forestry and Biodiversity Advisor

Core Tasks

In your role, you are responsible for the technical, substantive, and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering, and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensuring the quality of the commission’s outcomes.

You contribute to the conceptual design of the project, particularly its modifications or realignment. You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners, and other actors and thereby support the achievement of the agreed objectives of the project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you utilize your contacts for the acquisition of contracts on behalf of the company. You coordinate all issues within your area of work and ensure they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management, and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, as required.

Main Activities

  • Coordinates and manages GCF activities in West Kalimantan province, ensuring collaboration with project partners at the sub-national level.
  • Provides strategic advice in the integration of forest management planning, sustainable practices that promote biodiversity conservation, and climate change mitigation and adaptation actions.
  • Provides technical support and ensures compliance with national guidance in implementing sustainable forest management, including management plans.
  • Develops tailored training and capacity development for partners to implement best practices in forestry, land-use, and climate change actions.
  • Develops and maintains strategic networking and partnerships with stakeholders (government, NGOs, academia, CSOs, international organizations, and communities) in West Kalimantan, and represents the GCF project in forums to promote the sustainable use of forest resources and enhance local livelihoods through forest-based activities (agroforestry, NTFP, eco-tourism).
  • Conducts monitoring and evaluation of the progress of forest management practices, biodiversity conservation, climate change, and the effectiveness of community and private engagement strategies to ensure project quality and compliance with output indicators, manages risks, and implements corrective measures.
  • Implements cross-component area manager activities at the sub-national level to achieve GCF’s project objectives and ensures project implementation aligns with strategic plans and the implementation of GIZ corporate strategy.
  • Performs other duties and tasks as assigned.

Job Requirements

Qualifications

  • Bachelor’s/Master’s degree in an area related to forest management or other relevant subjects.
  • At least 5 years of relevant experience in forest management or social forestry; experience working with government is preferable.
  • Knowledge of FMUs development, social forestry, and land use planning.
  • Familiarity with climate change mitigation in forestry, REDD+, and FoLU Net Sink.
  • Strong managerial and communication skills, ability to work independently with limited resources, and proficiency in English and Bahasa.
  • Ability to work in a team and coordinate multi-stakeholder efforts.
