Description:

To lead and manage the Governance & Performance Excellence Division to ensure all team members deliver the responsibilities well and proper to achieve the group and company goals. To develop and mentor the team members under division Governance & Performance Excellence to ensure the team members are growing align with the company growth.

Job Description

Governance & Performance Excellence

  1. Oversee the development and enhancement of procurement policies, procedures, and business processes.
  2. Ensure compliance with governance standards while maintaining process efficiency to support Procurement Directorate goals.
  3. Drive continuous improvement initiatives to enhance procurement performance and operational excellence.
  4. Manage the Directorate’s key transformation programs (process, system and tools improvements) covering the end-to-end sourcing/procurement cycle (Source to Pay, post contract and Supplier management).
  5. Establish and enforce governance framework to improve the integrity, efficiency, and effectiveness of the procurement organization within the values, vision and code of conduct of the company.
  6. Ensure alignment and collaboration with other functions managing governance processes across different Directorates within the company.
  7. Build strong relationships with Group Head, CXOs and other business leaders to ensure procurement supports overall business goals.

Procurement-Related Systems & Digitalization

  1. Lead the change management of procurement systems and digital tools implementation and optimization.
  2. Ensure seamless integration between procurement platforms (ERP, e-procurement, AI tools) and business systems.
  3. Drive the use of data analytics, AI, and automation to enhance decision-making and procurement efficiency.
  4. Conduct periodic assessments to measure the effectiveness and adoption of digital tools in procurement.

Procurement Budgeting & Reporting

  1. Lead the alignment with internal Procurement stakeholders and monitor procurement budgets to ensure cost efficiency and financial discipline.
  2. Prepare and present detailed procurement reports, including budget forecasts, expenditure analysis, and cost-saving reports.
  3. Provide real-time data visualization for informed decision-making.
  4. Manage routine and non-routine management reports and monitor the Directorate’s achievements and spend analysis.

Internal & External Audit Related

  1. Ensure procurement activities comply with internal policies, external regulations, and audit requirements.
  2. Address audit findings and implement corrective actions to mitigate risks.
  3. Collaborate with internal and external auditors to enhance transparency and governance.

Team Management

  1. Define the team structure, roles, and responsibilities for governance, audit, and performance functions.
  2. Develop and mentor team members to achieve Divisional, Group, Directorate and Company objectives.
  3. Facilitate internal training and governance awareness programs.
  4. Monitor and evaluate the performance of team members, make recommendations to Group Head and implement actions, such as promotions and dismissals.
  5. Provide feedback to Group Head to work with HR team to create the succession plan for the function/organization and attract, motivate and retain top talent to ensure alignment with the plan.
  6. Foster a high-performance culture through continuous learning and capability-building programs.
  7. Drive a culture of compliance, ethics, and continuous improvement in procurement governance.

Qualification:

Education: Bachelor’s or Master’s degree in a relevant field from a recognized university, with strong working knowledge and experience in management, governance, audit management and performance excellence.

Related Experience:

  1. Minimum 10+ years of experience in procurement, governance, risk management, or compliance, preferably in telecommunications, technology, or multinational corporations.
  2. Experience in managing procurement audits, regulatory compliance, and risk mitigation strategies in line with corporate and industry standards.
  3. Experience in leading digital transformation initiatives, such as the implementation and optimization of ERP (SAP, Oracle, Ariba, Coupa), e-procurement, and AI-driven relevant tools.
  4. Strong leadership experience in managing cross-functional teams, influencing key stakeholders (CXOs, Finance, Legal, IT), and driving executive-level discussions.

Skills:

  1. Designing and implementing corporate governance frameworks.
  2. Ability to develop and lead a team that will continuously challenge and promote improvement in efficiency and effectiveness of frameworks, processes, methods and tools.
  3. Possess an analytical mindset as well as a process orientation, balanced with a strong business perspective.
  4. Enterprise Risk Management (ERM) (identifying, assessing, and managing risks holistically at the organizational level, rather than in isolated business units align with corporate risk policies).
  5. Driving change management strategies for compliance adoption.
  6. Ability to manage relationships, resolve conflicts, and drive consensus across diverse teams.
  7. Driving process excellence through continuous improvement.
  8. Strong inter-personal skills to manage and engage myriad internal/external business relationships and exercise influence even in the absence of formal organizational reporting authority.
