Position Summary

This position will be an employee of Corus International. The Country Finance and Administration Officer (CFAO) completes financial, accounting, and administrative operations and procedures for the Indonesia program in line with organizational policies and procedures and internationally recognized accounting standards. The CFAO's core functions include accounting, procurement, facilitating logistics, maintaining HR files, contracts management with third parties, cash flow management, and facilitating logistics. The CFAO reports to the Regional Finance Director. This position will be based in Medan, Indonesia.

Responsibilities

  • Maintains a filing system (hard copy and e-files) of supporting documentation, including payment and receipt vouchers, payroll vouchers and related tax documents, bank statements and reconciliation, etc.
  • Prepares financial transactions such as payment requests; enters financial transactions into accounting software.
  • Prepares monthly cash advance requests for office operations with inputs from country managers.
  • Extracts and consolidates reports from financial systems for country managers to prepare financial report submissions to headquarters.
  • Processes payroll and issues payments after appropriate review and approval. Prepares payments and files taxes including any applicable withholding taxes and returns.
  • Reviews advance requests and advance reconciliations/expense reports for accuracy. Tracks repayment of advances and enforces policies related to reconciling advances.
  • Manages petty cash.
  • Performs administrative procurement processes including file management, collecting estimates/bids, and running vendor vetting reports.
  • Implements the contractual terms for orders, receipt of goods, confirmation of completion of services, and payments.
  • Arranges logistics for staff travel, events, workshops, etc.
  • Carries out administrative tasks in the office including receiving calls and correspondence.
  • Collects and consolidates documents needed for audit exercises.
  • Maintains personnel files with JD, contracts, timesheets, benefits records, emergency contact data, and performance management documents.
  • Performs human resource administrative functions including arranging interviews schedules, requesting references and consolidating the personnel files.
  • Supports country and new projects budget development and assists with monitoring expenditures for existing projects in compliance with Corus and donor requirements.
  • Reviews and verifies periodic financial reports submitted by implementing partners prior to submission to HQ.
  • Supports a training program for the partners based on the needs identified. Conduct monitoring visits to local partners as needed.
Supervisory

The CFAO supervises project Administration Assistant and Support staff/consultants.

Education & Experience

  • A Bachelor's degree (or equivalent of a four-year post-secondary degree) in finance or a relevant field from an accredited institution.
  • A minimum of 3 years related experience.
  • Experience in office administration and finance and working in an international NGO are both advantages.
Knowledge, Skills And Abilities

  • Demonstrated ability to apply generally accepted accounting practices.
  • Proficiency in using accounting, Word, Excel, PowerPoint, Outlook, SharePoint, and web browser software.
  • Familiarity with accounting software; experience in the effective use and management of QuickBooks is a major advantage.
  • Familiarity with Indonesia tax regulations is an advantage.
  • Ability to be accurate and attentive to detail in project accounting, tracking and monitoring, writing, editing, typing and filing.
  • Ability to work effectively both independently and as part of a team.
  • Ability to prioritize, organize and carry out multiple tasks efficiently; ability to accept supervision.
  • Ability to work with diverse groups of people in a multicultural, team-oriented environment.
  • Professional proficiency in written and spoken Bahasa and English.
