Minimum Qualification:
- Bachelor's degree in civil engineering or anything higher (Mandatory)
- A combination of experience in solar sector in civil costing, civil technicalities, civil design codes, project management/site engineer experience of execution, handling civil subcontractors in Solar (mandatory), transmission line and substation (preferable)
- Availability to travel up to 20-30% (within city) and 10-20% (outstation)
- Work experience/Networks with Government agencies in Indonesia relevant for Renewable projects
- Fluency in Bahasa Indonesia and English to a level that enables effective coordination with global clients and internal teams in India
Relevant Experience: 08 to 12 years (Preferably in large scale ground mounted solar sector)
Additional: Candidate should be available to start immediately.
Objective / Purpose:
The candidate shall be primarily responsible for techno-commercial evaluation of tenders for civil works, coordination with relevant internal and external stakeholders, collection of market rates/inputs, risk assessment, evaluating possible cost optimization measures, and costing of tender BOQ. Additionally, coordinate with project sites for the initial civil setup and monitor civil work progress periodically, providing necessary support to the project team.
Job Summary:
We are seeking a highly experienced and skilled Techno-commercial Civil Manager for bidding and executing solar projects with power evacuation across Indonesia. The successful candidate will manage cost estimation, budget preparation, risk analysis, subcontractor management, and cost control. Upon project award, the candidate shall be responsible for coordination with the execution team for civil-related works and provide necessary support. Responsible for coordination with project site execution teams across Indonesia (Java, Sumatra, Kalimantan, Bali, Sulawesi, and other areas).
Key Responsibilities:
- Work closely with the Business Development Manager and accompany client offices, government agencies, suppliers, and subcontractors to enable order inflow in Indonesia.
- Preliminary evaluation of tender technical specifications & drawings for civil works.
- Coordination with tender team & design team for detailed technical evaluation of tenders.
- Identification of potential risks & raising technical queries if any.
- Coordination with Site Visit Team for collection of site inputs & local market rates for civil costing.
- Deployment of technical agencies during initial stages of Bid for preliminary activities like soil investigation/hydrology/bathymetry.
- Evaluation of design BOQ against the tender requirements.
- Evaluation of possible cost optimization measures as per the tender requirements.
- Collection of quotes/offers from market/subcontractors for critical & major items.
- Costing of tender BOQ.
- Collection & evaluation of competitor technical & execution strategy.
- Maintaining cost database of tenders.
- Competitor Analysis & Identification, Evaluation, and Introduction of New Vendors/sub-contractors.
- Understanding of civil GFC drawings from design team, internal estimation, identification of relevant contractors, floating of enquiries, follow-up and collection of quotations.
- Negotiation with contractors technically & commercially for finalization of unit rates for all civil works.
- Finalization of civil vendors & terms & conditions with subcontractors and preparation of comparison statements/management approvals for work order initiation.
- Coordinate with project team to monitor civil progress on site and take necessary steps for timely completion if any lag is found.
Technical Expertise:
- Experience in tendering/costing of solar projects (mandatory), and additionally in TL, Substation (preferred).
- Experience in tendering/costing of Power, Heavy civil, and Infrastructure Projects.
- Adequate knowledge in IS/Equivalent codes/other civil codes relevant to the job profile.

Internally: Tendering Team, Tender Design Team, Operations Teams, Project Managers, Planning Engineer
Externally: Client Technical Team/Sub-contractors for civil works, erection activities/Government agencies
