Proposal Summary:

This activity will support the implementation of the U.S. Government’s and USAID’s current priorities such as the Indo-Pacific Vision. This support encompasses activities related to design, Monitoring & Evaluation, Collaborating, Learning and Adapting, Knowledge Management, and dissemination of results and learning throughout the program cycle.

Position Summary:

The Chief of Party (COP) will lead the MEL Platform Activity, serving as the primary point of contact with the USAID Contracting Officer’s Representative (COR). The COP will oversee all technical and administrative aspects of the project, supervise staff across various technical components, manage relationships with subcontractors, and ensure the project’s compliance with USAID regulations. This is a full-time position based in Jakarta, Indonesia, contingent upon award.

Responsibilities:

  • Serve as the primary point of contact with USAID on day-to-day implementation and management issues of the project.
  • Provide technical leadership on monitoring, evaluation, and learning support activity while ensuring compliance with USAID requirements and regulations.
  • Manage and supervise the work of all personnel assigned to tasks under the contract and ensure timely implementation.
  • Oversee project partners and subcontractors, ensuring effective communication, identifying and resolving potential partnership issues.
  • Ensure project activities are implemented on schedule and within budget.
  • Ensure quality control and the overall responsiveness of services provided under the task order.

Qualifications:

  • Advanced degree in public administration, international relations, economics, business administration, law or a related field.
  • At least ten (10) years of work experience leading and implementing monitoring and evaluation projects.
  • Demonstrated experience in a supervisory or management capacity, providing technical and administrative oversight of subcontractors.
  • Knowledge of and prior experience working on USAID-funded activities strongly preferred.
  • Experience working on development programs in the Asia region.
  • Fluency in English with excellent written and oral communications skills required, proficiency in Bahasa Indonesia preferred.
