Adviser for Monitoring, Evaluation, Learning and Performance (MEL/P)
Program Background
The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by . KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:
1. Improved GoI policy and regulatory framework for infrastructure development
2. High quality projects prepared and financed by GoI, the private sector and / or MDBs
3. High quality infrastructure delivery, management, and maintenance by GoI
4. Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
5. Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation, and private sector participation.

The Role
To support KIAT’s ongoing and increasing MEL/P efforts, a MEL and Performance Adviser is required to provide technical support to the KIAT Performance Unit related to the implementation and oversight of various MEL/P tasks and processes over the final period of program implementation. This technical support will cover both activity-level and KIAT-level MEL/P tasks and processes.
Suitable applicants may also be considered for inclusion on KIAT’s Performance STA Panel for assignments in 2025 and 2026..

About You
· Master’s degree in development field, social science, economics, or relevant discipline
· Minimum of 10 years of professional experience in a performance monitoring and/or evaluation role with international development projects/organisations, including at least some prior experience with Australian-funded development programming
· Excellent analytical and communication skills, including the ability to summarize disparate information in a clear and concise manner
· Fluency in English is required
· Ability to work independently to efficiently meet deadlines
· Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities
· Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others.
· Available to start by January 2025
· Proficiency in Bahasa Indonesia preferred
· Good knowledge and understanding of infrastructure and governance sectors in Indonesia

RemunerationBased on DFAT standard ARF rates. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
