About BEAR Scotland

BEAR Scotland is a trusted alliance between three renowned companies - Vinci, Jacobs, and Breedon. Together, they manage two of Scotland's four Trunk Road Maintenance Contracts (South-East & North-West) for Transport Scotland. In addition, BEAR Scotland leads two major DBFO contracts: M80 Stepps - Haggs and A92 Dundee - Arbroath.

The Opportunity

An exciting opportunity has arisen to join BEAR Scotland as a Winter Service Coordinator, based in their Perth office. Reporting to the Severe Weather Manager, the role is critical in coordinating the delivery and ensuring contractual compliance of the Winter Service. The winter service period runs from October 1 to May 15, requiring a 4-day or night on/4-day or night off, 12-hour shift pattern. During the summer period (May 16 to September 30), the position transitions to a standard 5-day, 40-hour working week.

This role also includes the design and implementation of schemes to resolve non-winter severe weather-related problems.

Key Responsibilities

  1. Ensure compliance with Health, Safety, Environmental, and Quality procedures in line with BEAR's Integrated Management Systems.
  2. Prepare the Daily Winter Action Plan following receipt of the 36-hour forecast, ensuring actions align with the contractual treatment matrix.
  3. Distribute the Daily Action Plan promptly to enable depot readiness for winter actions.
  4. Monitor live conditions from the Network Hub and proactively update plans in response to changing conditions or forecasts.
  5. Liaise with third parties, including Transport Scotland, emergency services, and other operating companies.
  6. Ensure records are uploaded to relevant folders daily, checked for compliance, and submitted in a timely manner.
  7. Prepare reports as required in conjunction with the Severe Weather Manager.
  8. Assist in the delivery of a fully compliant winter service.

Your Skills and Experience

We are looking to hear from candidates who possess the following skills and qualifications:

Essential:

  1. Proficiency in Microsoft Office packages.
  2. Ability to work to tight deadlines and remain calm under pressure.
  3. Effective teamwork and communication skills.
  4. Problem-solving capabilities.
  5. A flexible attitude towards working practices.
  6. Self-management and self-motivation.

Desirable:

  1. Knowledge of winter maintenance processes (training provided, including the IHE Winter Decision Makers Course).
  2. Academic qualification in civil engineering.
  3. Change management experience.
  4. A full, approved UK driving licence.
