Job description

Main purpose of the job role:

  1. To be the senior professional lead in the People Commissioning service on customer financial assessments, deferred payments, appointee and deputyship management, brokerage and payments for customer care services.
  2. Ensuring successful delivery of the council’s approach to fair cost of care, social care reform development and implementation, aligning strategies, policies, council and leadership and ways of thinking and working.
  3. Corporately owns customer debt resolution and improving processes and department strategies.
  4. This senior leader role must have various high level and performing technical expertise in service and system reviews, financial assessment and client welfare expertise and monitoring of digital platforms for assessments, benefits, case management and e-Brokerage.
  5. To modify and maintain, when required, a streamlined and efficient customer service approach whilst ensuring customers understand their obligation to contribute to care based on the Walsall Adult Social Care Charging Policy and the Care Act 2014, as well act as the lead in developing and reviewing any new or old policies required within the service.
  6. Lead the department on benefit maximisation analysis and guidance to customers requiring new residential or community care, or a review on their entitled benefits.
  7. Finding creative methods and leading on development and planning on increasing micro-enterprises within community services for older persons and working age adults. Working in collaboration with Commissioners and Operations to develop block contracts and urgent care services, whilst providing intelligence information regarding quality of newly brokered services and supporting on innovation and development with new enterprises.
  8. Advising on developing and design of purchasing and monitoring frameworks (care homes, home care, reablement, supported living, etc) to mitigate fair cost, transparency with key provider stakeholders and monitoring tools to allow transparency in how community services are run and the economical sustainability.
  9. Ensure adult social care suppliers payments for services provided, are delivered in a timely manner and are accurate. With all new supplier records being updated on systems.
  10. Interpreting DHSC social reform white paper and relaying to teams’ purpose, impact, and changes in service to meet demand and ensure compliance, for self-funders changes in service (financial assessment and purchasing) and mitigating the increase in workforce capacity and resource delegation.
  11. Leads on the development, design and delivery of performance and trend analysis reporting for all service areas to council’s corporate management team, executive director management team and Cabinet through scheduled reporting deadlines or urgent ad hoc.
  12. Advising, supporting, and developing budgets across services, contracts, and initiatives. The Head of Service must be creative in budget management and stay within its thresholds through the intelligence gathered from individual packages and cost of care and changes in increase in cost demand, increase in higher needs with residents and increase or reduction in services across various service areas.
  13. Managing complex and controversial matters within the local authority and suppliers and providing guidance and advice with partnership organisations on changes in demography circumstances within the local authority.

Scope and Breadth of the Role

  1. Acting as SRO (Senior Responsible Officer) for transformation projects and governance boards.
  2. Managing relationships and providing intelligence reporting on service performance with other Heads of Service and managing their teams during times of annual leave or emergency leave of other senior managers.
  3. Reporting to the Director for People Commissioning and acting as a decision maker and senior lead by delegation by the Director for People Commissioning for joint boards including Sitreps, Joint Commissioning Board, Health & Wellbeing Board, EDMT, CMT, etc, with other key community stakeholders including the Children’s Services, NHS, Police, Schools, Fires Services, Ambulance, Public Health and other Local Authorities.

Regulatory and Statutory

You will work closely with:

  1. Director for Social Care and the Executive Director of Adult Social Care to deliver on all financial and purchasing aspects of adult customers seeking care across Walsall.
  2. Director for Procurement & Contract Management, supporting and advising on care frameworks, contract development and procurement exercises.
  3. Director of Finance Corporate Performance & Corporate Landlord, Resources and Transformation regarding client income, billing, financial modelling and savings.
  4. Director for HR and OD to ensure organisational change activity is compliant with legislation and council policy.
  5. Director for Communications, Marketing and Branding to support good messaging and communications regarding client engagement and consultation.
