Job Summary

To provide guidance and advice to ensure the Trust adheres to all Waste Management legislation including the Health Technical Memorandum 07-01; Safe Management of Healthcare Waste and relevant policies, under guidance from the Operations Manager (Facilities).

To communicate with all members of the Trust to achieve compliance of specifications and meeting set standards. To work autonomously as a Waste Manager.

Main Duties of the Job

  1. To maintain effective and efficient records of waste activity, observing varying trends and evidencing them to the Operations Manager (Facilities).
  2. Communicate daily with all users regarding any variation in waste services that may be required. Using judgement to re-arrange priorities in conjunction and consultation with the Assistant Porter Managers when necessary to implement contingency plans as appropriate.
  3. Understand and adhere to waste legislation and deal with complaints alongside the Assistant Porter Managers to ensure they are dealt with promptly and sympathetically, writing reports relating to incidents when necessary.
  4. Prepare reports for the Operations Manager (Facilities) and analyse data to forecast non-pay and service performance.
  5. Conduct Risk Assessments within the department and take appropriate action ensuring safety compliance is met.
  6. To prepare and interrogate complex financial information, and react accordingly.

Job Responsibilities

  1. To program manage Waste projects within the section and implement and react to issues.
  2. Develop Services to enhance efficiencies.
  3. Attend daily briefing meeting with the Operations Manager (Facilities), and liaise with Porter Management. To ensure continuity and appraise Trust staff of any legislative change within Waste.
  4. Planning and scheduling of waste collections to ensure efficient collection methods alongside the Assistant Porter Managers.

Person Specification

Qualifications

Essential

  • Educated to Degree level or equivalent professional qualification or experience in a Waste or Environmental Management related subject.
  • Evidence of Training COSHH, Infection Control and Health and Safety.
  • Significant Management experience at a senior level within a large multidisciplinary service organisation.
  • Experience of effectively applying specialist legislation, regulation, policies, practices & procedures.
  • Knowledge of NHS waste guidance (HTM 07-01), UK waste legislation (both hazardous and non-hazardous) and NHS policies and procedures (i.e. Infection Prevention & Control and Health & Safety).
  • Recognised continued professional development.

Desirable

  • Experience of contract and project management.
  • Experience of working alongside external bodies such as other NHS Trusts, NHS Purchasing Agencies, The Environment Agency and other similar national forums and agencies.
  • Experience of managing specialist services.
  • Experience of effectively managing resources/assets and meeting financial targets for multi-stranded services.

  • Evidence of having undertaken own development to improve understanding of equalities issues.
  • Evidence of having championed diversity in previous roles (as appropriate to role).
  • Excellent communication skills with the ability to receive and provide sensitive, contentious, and complex information to a wide range of audiences.
  • Ability to write intelligible documents (reports, specifications, etc.) and present highly complex or sensitive information effectively to large groups of people.

  • Analytical and problem-solving skills in dealing with complex information and data. Ability to negotiate and to challenge and overcome significant barriers. Report writing / business case preparation skills.
  • Ability to plan, prioritise, implement, and meet targets in a complex and pressured environment, whilst producing accurate work with minimum support.
