Reed Secure is a specialist provider of permanent, contract, temporary and outsourced recruitment solutions for security cleared professionals.

We require a Utilities Manager to cover an existing workload within London Legacy Development Corporation (LLDC), based in Queen Elizabeth Olympic Park Headquarters, Stratford (Hybrid working).

This is a permanent position.

Job Purpose:

  • To collate and monitor all utility supply agreements, including a revision of the existing information and update when necessary and act as the first point of escalation.
  • To manage metered and unmetered supplies and update existing records.
  • To develop and maintain contact within utility companies.
  • To monitor performance data to drive out efficiencies and generate savings.
  • To assist in the negotiation of new arrangements as appropriate.
  • To prepare energy/utilities use reports of the Park and Venues that will help to identify energy savings opportunities.
  • To be the day-to-day contact for utilities including routine maintenance and emergency repairs.
  • To work with the FM Manager for day-to-day management of engineering and building services across the Park, including buildings, roads and public realm.
  • To take an active role in the development, implementation and management of an energy strategy that reflects LLDC objectives and meets legislative compliance.
  • To request RAMs and any other relevant H&S or project documentation to ensure works can proceed.
  • To act as project manager for nominated park projects, including responsibility for the procurement of works in line with financial regulations.
  • To manage the delivery and have responsibility as project manager for associated capital budget expenditure.
  • To work with contractors to ensure delivery of well-managed projects delivered to scope, engaging with external stakeholders and ensuring project information is shared and that stakeholders are bought into the process.
  • To manage any allocated project budgets and support the finance processes including raising POs and goods receipting and updating the master PO tracker.

Skills and experience needed to be successful in this role:

  • Previous Utilities Manager who is leaving the role comes from a Housing Association background.
  • Experience in utilities management within a multi-site field is preferred.
  • Experience in working with external service providers.
  • Experience of working with sustainability innovation.
  • Some previous project management or works management experience.
  • Understanding of finance processes and purchase orders.
  • Knowledge of the wholesale and retail market of utilities and how it is managed in the UK.
  • Understanding how retailers buy their energy, water, etc., from energy providers.
  • Knowledge of the current market structure.
  • Experience in Housing/Retail/Commercial sectors.
  • Successful candidates need to provide clear examples of working with complex data and processing, including ensuring readings are accurate.
  • The team receives one consolidated invoice to break it down by retailer (to half-hour intervals).
  • FM/Estates Managers with strong awareness of utilities can be considered.
