Job description

The North East London Integrated Care System (ICS) brings together the health and care partners that serve our vibrant and highly diverse populations in the 7 London boroughs of Tower Hamlets, Waltham Forest, Newham, Barking & Dagenham, Havering, Redbridge, and City & Hackney - our Places which we collectively refer to as North East London (NEL). Our vision for the Integrated Care System ICS is a high performing, sustainable system that looks after its staff, responds to its communities and takes action to reduce the inequalities they experience. We have a system development plan that outlines the way in which we seek to operate and the steps we will take to realise the full potential of our partnership.

Main duties of the job

Working with the City & Hackney place-based partnership and other clinical and/or care leads (including from across NEL), provide clinical and/or care leadership at a Place based Partnership level to support the ongoing development of local urgent and emergency care pathways and deliver the aims to:

  1. Develop strategies to reduce pressure on urgent care systems
  2. Support the work around Same Day Access and Community Response
  3. Support winter planning processes
  4. Engage with clinical workforce and local residents

About us

A key part of this new organisation and its success will be the involvement and development of its clinical and/or care professional (CCPL) leadership resource, all of whom will be expected to model behaviors that are fully aligned with these principles. We have been working collaboratively as a system to identify how we can embed a more comprehensive and diverse model of clinical and/or care professional leadership across the system in a decentralised but coherent way. To ensure we have the appropriate capacity and capability we need to effectively contribute to system leadership, improve the experience and outcomes for people living in NEL, and achieve our ambitions as an ICS. Our vision for clinical and/or care professional system leadership is for a vibrant community of leaders working across boundaries across north east London, with clinical and/or care professional expertise at the center of how decisions are made and enacted across the system in the interests of our patients and population.

Person Specification

Skills & Abilities

  • Understand the changing landscape of health and social care across the borough and social care funding
  • Demonstrate knowledge of the priorities and aims of the NHS Long Term Plan and the City and Hackney programmes to date, and a solid understanding of the challenges facing local health and care systems.
  • Understand and demonstrate experience of working with and influencing the enablers (estates, finance, workforce, IT, patient involvement) to support the delivery of partnership transformation work as well as high quality integrated local care services
  • Understanding of population-level perspective as well as individual perspective on health services
  • Demonstrate commitment, and understanding to delivering wide change, and continuously improving outcomes, tackling health inequalities and delivery
  • Demonstrate the clinical expertise as required to provide primary care, secondary care, wider care professionals in local care services
  • Demonstrate skills required for effective co-production and collaboration with residents and the public

Knowledge and experience

  • Significant/ substantial experience working in a leadership or managerial capacity, including local connections at place through current practices.
  • A sound understanding of health and care interfaces and impact of wider social determinants on health.
  • A sound understanding of current NHS issues and place-based partnership working between health and care organisations in particular
  • A sound understanding of the social care system and wider local authority governance including role of council members
  • Trained and experienced in recruitment, selection and Equality and Diversity in the last 3 years
  • Experience of clinical / care professional and educational leadership and innovation, including managing a multi-professional team.
  • Experience of multi-disciplinary team working, committees/ working groups.
  • Aware and understanding of the health service care landscape in North East London and place.
