We are currently seeking an experienced Trade Control Specialist to join our dynamic and experienced Global Trade Control (GTC) team, specially focused on the Defence business in the UK - but part of a larger group covering the UK and Europe. The individual we are seeking should have a good foundation of UK and US export controls, but also have extensive experience in how these are applied in practical situations and be able to guide defence programs and functional departments on its execution. Adaptable communication skills - both written and verbally - are therefore highly essential components whereby complex legislation should be effectively communicated to those who either have or do not have the expertise in the legislation and requirements.

Boeing's defence business has various programs, sites, and is importer and exporter of record, deals with FMS and DCS contracts and our role is critical to UK MOD. This role can be based out of RAF Lossiemouth or the Bristol Office.

Key responsibilities for the role will be:

  1. Analyse, interpret, maintain or implement infrastructure for US ITAR/EAR extra-territoriality controls, as well as UK trade control requirements across program and functional support teams; assist with the implementation of dynamic solutions to meet both customer and compliance requirements.
  2. Partner with GTC in the US to ensure trade control requirements are a critical component of program and entity processes and embedded into their culture in relation to daily operations, scheduling, contractual changes, people management, record keeping. Your role will be to enable programme(s) to identify and understand implications and responsibilities to execute their operations compliantly and to maintain some level of oversight.
  3. Assist our defence teams in the UK to ensure corporate guidelines, authorisations, and requirements are implemented locally.
  4. Assist the business in the UK with new opportunities around development of an authorisation and compliance strategy and infrastructure in coordination with GTC US Trade focals.
  5. Manage local UK export licenses and collaborate with security for MOD approvals required for licences, requirements for nationalities involved with Defence contracts.
  6. Operate within complex compliance infrastructures where US, non US exports, imports, FMS and/or DCS, and customs matters are part of our processes.
  7. Provide guidance on regulatory matters, create and maintain a culture where GTC processes are considered and reviewed within the business at all times.
  8. Assist with the interpretation of existing as well as new regulations that might impact program activities. Manage authorisations, ensuring supporting documents and approvals are all in compliance and necessary records kept.
  9. Support internal and external assessments and/or audits. Implement corrective actions, as required, and track and monitor close out.
  10. Communicate regulatory updates, assess risk and assist in resolving daily issues as they arise, and be pro-active in looking for improvement opportunities and driving mitigation plans.
  11. Generate reports, metrics and procedure updates, as needed.
  12. Deliver and/or develop trainings and briefings to the business.
  13. Any other trade control duties that may be assigned.

It would be beneficial to have knowledge of UK HMRC regulations for importing and exporting, as well as awareness of AUKUS. Candidate must have an appetite for ongoing development as trade law continuously changes, who is self-motivated and self-reflective, who can work well within a team, but also on their own. Focused on prioritisation, close out of action items and keen to look for continuous improvements, is able to speak up, but also a good listener.

The management style within GTC in region, is all about empowerment, coaching, and embracing diverse perspectives but also to enable training, with a high focus on personal development.

Basic Qualifications (Required Skills/Experience):

  • Only candidates should apply who have experience with UK and US Regulations and understand UK Export Controls, US International Traffic in Arms Regulations (ITAR), US Export Administration Regulations (EAR).
  • Education/experience typically acquired through advanced education (e.g. Bachelor's degree or higher) and work experience in relevant fields such as Legal, Policy, Supply Chain Management, Political Science or similar.

Work Authorisation:

This requisition is for a locally hired position in UK. Candidates must have current legal authorisation to work immediately in the UK. Boeing will not attempt to obtain Immigration and labour sponsorship for any applicants.
