The Global Capacity Building Coalition (GCBC) is a new initiative, launched at COP28 in Dubai. Its aim is to significantly increase the availability and effectiveness of climate finance technical assistance programs for financial institutions and other stakeholders in emerging markets and developing economies.
Supported by Bloomberg Philanthropies, the Coalition brings together some of the world's leading climate finance organizations. UN agencies, multilateral development banks (MDBs), standard setters, and the private sector will enhance collaboration and respond to growing requests for capacity building support from financial institutions in EMDEs to meet the aims of the UN and the G20 Sustainable Finance Working Group (SFWG). The Coalition will respond to this growing demand with a focus on seven specific priorities:
- Facilitate the enhanced delivery of capacity building support to financial institutions in EMDEs with upskilling, technical assistance, and transition finance resources.
- Identify gaps and develop additional resources required to fill technical or market-specific gaps. Where capacity needs for scaling sustainable finance are not covered by existing tools or resources, recipients will be able to request new resources to address gaps.
- Focus on adaptation and resilience and seek to embed leading knowledge on adaptation into private finance decision making.
- Establish knowledge-sharing mechanisms and create an online platform for training, learning, and requesting technical assistance to accelerate accessibility and delivery.
- Support the uptake of emerging global best practices and standards, such as the ISSB's global sustainability disclosure standards.
- Drive collaboration between all stakeholders involved in capacity building and avoid duplication of efforts and resources.
- Increase philanthropic support for capacity building in a way that is responsive to demand and maximizes impact.
A critical component of the Global Capacity Building Coalition's success is the development of an online platform, which will be an ultimate repository of capacity building resources, training, and technical assistance. We are looking for an experienced and effective EdTech (or similar) technology leader to spearhead the development of this platform.
The online platform will be a best-in-class tool and learning aggregator for training and capacity building resources on climate finance, compiling and hosting resources from multiple sources and organizations. The platform will need to host a comprehensive list of resources in an easily-navigable format with excellent user experience, supporting multiple languages and delivery modes. The platform will require a high degree of functionality, for example:
- A knowledge-hub for online and mobile learning, and desk-based capacity building resources on climate finance. The platform should be the world's most comprehensive source for climate finance learning delivered by academic, professional and specialist education providers, from short courses to postgraduate level degree and executive education programmes. It should also curate world-leading desk-based resources on capacity building, enabling financial institutions to access all of the latest resources created by international organizations like multilateral development banks, the UN, the IMF, NGOs, government agencies, universities, and others. Building this will require engagement with Coalition participants on what resources they already have and use, in addition to comprehensive research of other existing resources.
- User-friendly database of upcoming programs. The platform should be able to advertise and link to online and in-person training sessions and workshops - amplifying the accessibility and impact of training sessions that Coalition participants run. This user-friendly database should be searchable and filterable across a variety of dimensions, including: geography, topic, type of financial institution, date, etc.
- Real-time feedback functionality on resources and gaps. The platform should have prominent, user-friendly functionality for financial institutions to submit resources they need that are currently missing from the platform. This functionality is critical for the Global Capacity Building Coalition to receive real-time feedback and adapt its offerings to the needs of the market. This interactive function could also provide feedback on existing resources and how they can be improved, and potentially allow peer-to-peer learning forums (where appropriate).
- Global map of high-quality transition finance case studies. The platform could include an interactive map that highlights best-practice case studies of transition finance, in order to highlight examples of how financial institutions can help finance the transition to net zero.
- Supporting a diverse community committed to global capacity building. Facilitating conversations and (where appropriate) the sharing of information/materials/RFPs/etc between financial institutions, central banks and regulators, funding partners and education providers in multiple languages to aid capacity building.
The successful candidate will be the Lead Developer, responsible for delivering the online platform and supporting the GCBC Lead to execute the Coalition's strategy and ambitions. The role requires extensive experience in EdTech or similar, deep expertise in product and online content development and deployment, project management and commitment to climate, multilateral collaboration, and capacity building. It will require excellent stakeholder relationships and management skills and a track record of delivering complex, technology-driven projects to a global audience. Familiarity with finance and/or climate is an additional advantage.
We'll trust you to:- Lead the development of the Coalition's online platform for hosting and accessing capacity building resources, with the aim of creating the world's most comprehensive source of capacity building resources on climate finance. This will include leading the key relationship with a specialist firm to design the functionality of the platform, and managing its development, deployment and continued evolution. The role will need to work closely with climate finance and education expert colleagues to gather the resources and content to be included, and ensure it is profiled in the most accessible manner.
- Ensure the online platform is the best-in-class in user experience, interaction and accessibility, and that its resources are of outstanding quality, and appropriately targeted (across regions, topics, languages, delivery mode and types of financial institutions and other users)
- Establish mechanisms to ensure the Coalition's online platform is updated with the latest resources, in line with feedback from the Coalition participants
- Support the GCBC Lead in executing the Coalition's strategy and programming
Expected skills and experience:- Extensive experience developing and deploying EdTech or similar technology solutions in a global, multi-stakeholder environment
- Extensive experience of technology scoping, procurement/partner selection and project management in relevant fields, particularly developing web-based Learning Aggregators, Learning Management Systems, or Massive Open Online Courses.
- Track record of managing complex, impactful projects as part of a multi-stakeholder environment
- Expertise in some combination of climate finance, climate transition, capacity building, and international organizations is preferred but not required.
- Proven experience of working effectively in complex, multi-stakeholder environments with international and local public and private sector stakeholders and building relationships across levels of leadership
- Outstanding leadership, and verbal and written communication skills
- A strong team player with proven ability to work constructively and collaboratively across local and global stakeholders whilst displaying exemplary behaviors and values
