Temporary Works Coordinator - Rail or Highway


ROLE PURPOSE

Responsible for the management and coordination of all temporary works activities within a specified area to meet project requirements. Liaising with the PC's TWC.


ACCOUNTABILITIES

  1. Demonstrate the company behaviours.
  2. Coordination of all Temporary Works (TW) activities ready for construction to meet project requirements.
  3. Ensure the company Temporary Works Register is maintained and newly identified items are correctly risk assessed.
  4. Ensure that construction methods statements and risk assessments comply with the requirements of the temporary works design.
  5. Ensure that information relevant to the temporary works has been received from the client, principal designer and permanent works designer, as appropriate.
  6. Ensure that a design brief is prepared with consultation within the project team and that it is both adequate and in accordance with the actual situation on site.
  7. Ensure that any other temporary works in the vicinity are referenced in the design brief.
  8. Ensure that a design check is carried out by someone who was not involved in the original design.
  9. Issue certificates.
  10. Liaison with third parties and project team members.
  11. Ensure inspections are carried out.
  12. Ensure that all temporary works are constructed and removed safely.
  13. Programme and plan the temporary works to determine the priorities for temporary works designs.
  14. Advise the permanent works (PW) designer of proposed construction methods and advise on buildability.
  15. Definition of temporary conditions and loadings to be agreed with the PW designer.
  16. Management of health and safety risk.
  17. Review of method statement and work plans and other construction documents.
  18. Monitoring the TW design of the supply chain, report on progress, provide information and ensure coordination between all parties.
  19. Participation in technical meetings providing assistance to the construction team (e.g. Interdisciplinary design review and checks).
  20. Ensure the residual risks identified by the permanent and temporary works designer are addressed in accordance with CDM2015 and ensure that a CDM Design Risk Register is maintained.
  21. Ensure the design meets the Environmental Minimum Requirements, including all requirements for environmental mitigation.
  22. Ensure temporary works schemes comply with Works Information Contract Requirements Technical (CRT), Technical Standards.
  23. Ensure compliance with the Works Information and Project Execution Plan and Technical Assurance processes.
  24. Liaison with Technical Approval Authority and external approval bodies such as Highways Authorities, Network Rail, Statutory Undertakers.
  25. Work in accordance with the Design Management Plan and the Basis of Design documents.
  26. Ensure Technical Queries are raised in a timely manner and seek early resolution to avoid impact on the design programme.
  27. Maintain an up-to-date design assumption log and close out prior to final technical assurance stages.
  28. Maintain an up-to-date design risk register and close out prior to final technical assurance stages.
  29. Ensure Departures are raised and accepted where strictly necessary for area of responsibility.
  30. Work closely with the Consents team to ensure design deliverables are produced to meet consent application requirements.
  31. Work closely with the stakeholder management and community liaison teams to ensure designs are shared externally where necessary.
  32. Timely communication of risks to the Project Manager and undertake risk mitigation actions, as agreed at Risk Reduction meetings.
  33. Timely communication of change to the Temporary Works Designs.
  34. Provide guidance for preparation of Compensation Events (cost and programme impacts).
  35. Technical skills to be aligned to the type of work in the section of responsibility, e.g. highways, highways structures, high speed rail structures, conventional rail interface, earthworks, tunnels, retaining walls.

EXPERIENCE

  1. Previous experience as a Temporary Works Coordinator on a project of similar scale and complexity.
  2. Qualified Civil Engineer or similar equivalent.
  3. Proven knowledge of Network Rail and Highways England technical standards and approval processes.
  4. Good practical knowledge of BS5975:2019.
  5. Good communication skills.
  6. Depth of understanding of the construction environment for safe and buildable designs.
  7. Highly organised with good management and coordination skills.
  8. Ability to manage conflicting demands, assess priorities, proactively plan the works to ensure timely delivery of project requirements.
  9. Disciplined approach to quality assurance and documentation. Attention to detail, ensuring legal compliance and satisfying project requirements.
  10. Behaviours, respecting equality and diversity.
  11. Leading teams, people management skills, effective delegation, mentoring & coaching and developing others.
  12. Working knowledge of CDM 2015 Regulations, in particular, the Designer and principal Contractors role.
  13. Good Digital Skills.

Desirable Qualities/Experience

  1. Minimum 5 years relevant experience.
  2. Large scale linear project experience (e.g. rail, highway or similar).
  3. Experience and confidence to constructively challenge to optimise design solutions which balance project requirements, risks and constraints.
  4. Issue resolution skills.
  5. CSCS card.
  6. SMSTS.
