About the role

SZC is ultimately owned by two shareholders, EDF and HMG. The shareholders hold their investment in SZC through NNB Holdings Company (SZC) Limited. Over the course of the current shareholding arrangements, the shareholdings of the two shareholders will change.

The shareholders will fund SZC up until Financial Close through equity in line with the approved schedule and budget. SZC's business is to design, finance, construct, commission, operate, maintain, and eventually decommission the nuclear power plant and related infrastructure (including activities relating to hydrogen, direct air capture and/or desalination) at Sizewell C in Suffolk. The principal objectives of the current development phase of the SZC project are to agree and implement the Capital Raise Plan, including completing an equity and debt raise, agree the core supply chain contracts and obtain the regulatory permits and licences required for the construction phase of the Project (including the core environmental permits and nuclear site licence).

Prior to the government investment decision, SZC operated as part of EDF in the Nuclear Development business unit and was staffed by EDF colleagues and independent contractors who are now in the process of transferring to the direct employment of SZC. It is setting itself up as an organisation capable of delivering a new nuclear power plant, from investment case and funding, to construction, commissioning, operations, maintenance and decommissioning.

The SZC construction programme has a technical and commercial business case predicated on technical replication of Hinkley Point C. EDF will be an important supplier of nuclear capability for the SZC Programme from its established nuclear business footprint in the UK.

What you'll be doing

The Sizewell C (SZC) project requires a Submissions Manager to support and develop the engineering solutions, methods, programme, management plans and Target Outturn Cost during the preconstruction phase, and support and lead the Technical Writer team. The role is aimed at supporting the technical, pricing, programme and supporting documentation submissions, that forms the agreed works to be delivered by the Civil Works Alliance (CWA).

The prime area of focus of the team is to develop compelling technical delivery proposals and submissions in support of the Target Outturn Cost (TOC), management plans and supporting information.

  • Reporting to Pre-Construction Lead, the person will have the ability to manage the technical writing team and key deliverables helping ensure there are sufficient teams of personnel assigned to commissions.
  • Responsibility for project(s) and for supervision, control and development of junior personnel.
  • Management responsibility and direction within the team including client, technical, and cross-discipline liaison, specialist skills and experience.
  • Communicate effectively with other members of the project team and with other departments and where necessary provide feedback and development to members of the Technical Writing team.
  • Comply with all the project's safety and quality assurance requirements and ensure that all team members do likewise.
  • Ensure that appropriate training, both personal and that the team personnel, is undertaken.
  • Manage production of technical proposals and supporting material in order to meet the Target Outturn Cost (TOC) submission requirements, review proposals and be responsible for and support those in team who produce written content.
  • Help develop and manage a schedule of deliverables to support TOC and award of works packages/task orders.
  • Draft specific responses to questions and queries raised during the TOC process when required.
  • Carry out reviews of responses to questions raised during TOC process.
  • Help write supporting information for use in submissions, including relevant case studies, project innovations and project best practice.
  • Proactively engage in information management systems, capturing and submitting key content, technical submissions and lessons learned.
  • Liaise with the preconstruction, engineering, operations HSES teams as required to ensure they are briefed on the details of the TOC submission and work with them on the completion of technical responses and other relevant material, including matters that cover safety, environmental, sustainable, assurance and economic requirements working with the SMEs and leads in these areas.
  • Developing technical solutions that take cognisance of the site constraints, including legal constraints defined in the DCO.
  • Liaise with other parts of the programme, client team, designers and stakeholders as required.
  • Carry out lessons-learnt sessions following TOC submissions.

Assist in streamlining TOC process for future TOC submissions.

Who we're looking for

Knowledge & Skills

Essential

  • Must have relevant work experience spanning several programmes and tenders.
  • An excellent standard of written English, with strong verbal communication skills.
  • Good appreciation and understanding of civil engineering.
  • Good communication skills.
  • Good self-discipline and time management.
  • Construction experience preferable.
  • Problem solving skills, creative thinking.
  • Teamwork.
  • Lead and manage a team of Writers and content developers.
  • Understanding of and input to scheduling of work to enable accurate forecasting and delivery of TOC submissions.

Desirable

  • Experience in Civil Engineering or complex construction projects and programmes.
  • Some knowledge of industrial health and safety legislation and personal safety.

Technical / Engineering / Communications or similar relevant degree.
