NHS Highland is seeking to recruit a Strategic Clinical Procurement Officer to work as part of a team providing an effective and efficient supplies service to NHS Highland, specifically purchasing a range of goods and services which support the provision of healthcare.
The role will support efficient and effective procurement and contract implementation, in a manner compliant with the legislative framework governing public procurement. The overall purpose of this role is to ensure value for money in relation to the purchase of clinical supplies across NHS Highland. To achieve this, the post holder will need to lead and direct senior clinical teams and Procurement staff in achieving standardisation and rationalisation of clinical supplies, support clinical steering groups through change projects and contract implementations.
The post holder will work in conjunction with Finance and the wider procurement team to provide best value for money including cash releasing initiatives to increase cost savings in relation to the purchase of clinical supplies and services.
The role will provide leadership on behalf of NHS Highland at National Procurement (NP) Clinical Commodity Advisory Panels (CAPs) to develop local, regional and national strategies and policies.
The post holder will encourage local stakeholder engagement and influence all aspects of the procurement process, developing and maintaining effective and advantageous customer and supplier relationships. They will be required to lead negotiations with medical product manufacturers and service providers, to obtain best value for NHS Highland.
This role will involve working with colleagues across NHS Highland, providing Procurement and technical support.
Minimum Requirements:
A degree or professional clinical qualification is essential, with a minimum of 5 years post-graduation experience, with 3 years at Band 6/7 equivalent. Experience working in a procurement or purchasing related role is not essential. Ideal candidates will however have excellent transferrable skills in effective communication, influencing and leadership, data analysis and data interpretation. The ideal candidate would have experience of working to tight deadlines with conflicting priorities in a project related environment.

NHS Scotland is reducing their full time working week from 37.5 to 37 hours per week from 1 April 2024 but with no change in pay. This reduction will also be applied pro rata for part time staff. This advert and any subsequent offer/contract of employment therefore reflects the new working hours. However, as not all service areas will be able to adopt the 37 hour working week immediately from 1 April 2024, you may be required to work up to an additional 30 minutes per week for a temporary period for which you would be paid until the service you are working in changes rosters or working patterns to accommodate the new reduced working week.
