Duties, Responsibilities & Other
  • Project site is located in Lexington, VA and will require candidate to be on site.
  • Represent the state agency project owner for all on-site matters to convey the owner's written decisions and instructions to manage the construction and A/E design services contract and projects.
  • Organize and run Project meetings such as Preconstruction, Quality, Progress, Safety and stakeholder Updates.
  • Provide contract administrative services and support.
  • Investigate and facilitate design changes with the designer for unforeseen uncovered conditions and/or necessary design modifications.
  • Interpret plans and specifications.
  • Review means, methods, and sequence of construction conform to the prescribed or determine acceptability if different.
  • Review Contractor Requests for Information (RFI) and forward to the Designer or Agency for response to prevent schedule delays.
  • Interact between Contractor and Agency to coordinate, plan, and schedule contractors work to be as least disruptive to Agency operations and functions as possible.
  • Prepare and issue or validate all field orders and all Agency directed and/or authorized change orders involving any matters or items of technical nature which affect the integrity of the architectural, structural or fire and life safety systems or which affect the integrity or the operation of the mechanical, plumbing, or electrical systems.
  • Provide Design manager service during design.
  • Clarify contract document discrepancies with the Agency and Designer.
  • Review and obtain approval or rejection of submittals, shop drawings, equipment and materials proposed by the contractor in an expedient manner not to impact schedule.
  • Communicate frequently with the Agency and facility users to advise owner of technical matters, schedule issues, or contract changes.
  • Coordinate and schedule special inspections approved in the CO-6a and CO-6b. Arrange for all inspections and tests that the Project Manager is not qualified to perform. Review inspection and test reports documentation and filing.
  • Reject non-conforming work, require defective work to be removed and redone.
  • Review Contractor daily reports documents accurately include all items required by the contract.
  • Verify functioning quality program is in place that as per contract requirements and the contract documents.
  • Verify functioning safety program is in place by the Contractor per contract requirements.
  • Review monthly contractor pay applications for accuracy of completed and invoiced work. Attend monthly pay request meetings.
  • Review and advise the Agency and Designer on claims and requests for equitable adjustments by the Contractor.
  • Ensure close out documentation is obtained to include O&M manuals and as-built drawings.
  • Organize and attend substantial completion inspection.
  • Ensure completion of punch list and submission of the Certificate of Completion Form CO-13.1c.
Qualifications
  • Bachelor's degree or equivalent experience required. Secondary degrees such as Master, licenses and certifications preferred.
  • Minimum of 6 - 10 years of experience.
  • Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.
