Job description

Role
We are looking for a Senior Quantity Surveyor to join our HS2 Utilities team onsite in London. Reporting into the Utilities Commercial Lead, you will be responsible for efficiently managing all commercial aspects of the Utilities Budget Item and maintain regular liaison with all stakeholders.

Key Responsibilities

  1. Lead on routewide Utilities change management, monitoring and notifying changes to the Utilities scope through the relevant contractual mechanisms and providing input to Risk Reduction Meetings.
  2. Liaise with area commercial teams and support with the production of monthly out-turn forecast reports, assisting with the presentation of key management information to HS2.
  3. Support on the procurement of Utilities subcontracts, including benchmarking and commercial review of price/programmes as part of stage gateway reviews.
  4. Liaise with wider Utilities commercial and technical teams to effectively manage risks and opportunities throughout project design and delivery. Maintain live risk and opportunities registers and provide regular updates to HS2.
  5. Work closely with project management and engineering teams and liaise with Employers commercial team and client team.
  6. Prepare and agree interim applications for payment.
  7. Prepare and agree final accounts with subcontractor.
  8. Be responsible for contract administration of the Budget Item through recognised platform (CEMAR).
  9. Control of project documentation and maintain adequate records to ensure compliance with auditing requirements.
  10. Ensure compliance with Project standards and procedures in respect of Commercial activities.
  11. Preparation of Commercial documentation and agreements.
  12. Cost and Value management.
  13. Preparation, maintenance and agreement of Project accounts.
  14. Provision of commercial and financial reporting information.
  15. Support the development of more junior members of the Commercial team.
  16. Ad hoc duties as job requires.

Knowledge, Skills and Experience

  1. Excellent organisational and communication skills.
  2. Demonstrable experience in managing commercial aspects of utility related projects or works.
  3. Extensive experience of drafting effective contractual correspondence and the facilitation of collaborative solutions.
  4. Demonstrable subcontract management of NEC 3 Option C Contracts.
  5. Demonstrable legal, contractual and construction knowledge and experience.
  6. Practical approach, logical thought process and a methodical way of working. Demonstrate a creative and innovative approach to problem-solving.

Required qualifications, skills, behaviours and attributes

  1. Degree or equivalent level qualification in Quantity Surveying or related construction subject.
  2. Relevant commercial experience preferably with a contracting organisation.
  3. Preferably qualified, or working towards to CICES or RICS accreditation.
  4. Holder of a CSCS Card.
