About the role:

We are seeking a mechanically biased, experienced and highly skilled Senior Quantity Surveyor to join our team. The successful candidate will be a driving influence in the management of projects, overseeing all aspects of cost control, subcontract procurement, and contract administration. They will be a subject matter expert and be capable of providing sound commercial strategy input to both the project and wider business. This role involves significant responsibility in managing vendor selection for Major Mechanical Plant, leading value engineering exercises, and developing and maintaining key project documentation such as the cost plan, risk register, and change control records. The Senior Quantity Surveyor will work closely with the Regional Commercial Lead and be committed to mentoring and developing junior team members. The ideal candidate will bring a proactive approach, strong technical knowledge, and leadership skills to deliver successful project outcomes.

Key Responsibilities:
  1. Cost Management and Planning:
    • Develop, monitor, and update project cost plans to ensure alignment with budgetary constraints and project objectives.
    • Conduct detailed cost analyses and prepare monthly CVR reports to support project decision-making.
    • Manage cost forecasting and reporting to anticipate potential cost overruns or savings.
  2. Major Mechanical Plant Evaluation:
    • Lead the evaluation and cost analysis of major mechanical plant requirements (e.g., AHUs, Chillers, ASHP, Pump Sets), ensuring compliance with project specifications and budgetary goals.
    • Work collaboratively with project stakeholders to assess and manage risks associated with these components.
    • Identify opportunities for cost savings through collaborative value engineering exercises.
    • Work with design and engineering teams to optimize solutions that balance cost efficiency with project requirements.
  3. Risk and Change Management:
    • Develop, maintain, and update the project risk register, identifying and mitigating commercial risks.
    • Implement and oversee the project change control process, ensuring all changes are accurately recorded, costed, and approved in line with the contract requirements.
    • Provide commercial advice and guidance to project teams on risk and change implications.
  4. Upstream Contract Management:
    • Proven ability to review, understand and negotiate contract terms and conditions with the client, across various forms of contract including NEC4, JCT D&B 2016/2024 and others.
    • Ongoing administration of the contract inclusive of contract notices, payment and dispute.
    • Identify and highlight key contractual requirements to the project team.
  5. Subcontractor Management:
    • Support in the identification, selection and prequalification of supply chain partners.
    • Prepare subcontract tender documentation, evaluate bids, and manage subcontract negotiations.
    • Prepare and execute subcontract agreements.
    • Ability to measure works from engineering documentation including BIM Models and conduct physical measures in the field to support valuation of subcontractor works.
    • Administer subcontracts in accordance with company policies and industry best practices, including the management of claims and variations, payment assessments and monthly certification.
  6. Collaboration and Leadership:
    • Work closely with the Commercial and Project Leads to ensure consistent application of commercial policies and processes.
    • Mentor and develop junior staff members, providing guidance and support to build their skills and knowledge.
    • Foster collaborative relationships with clients, contractors, and project stakeholders to ensure smooth project delivery.
Qualifications and Experience:
  • Degree in Quantity Surveying, Construction Management, or a related field.
  • Professional membership (e.g., RICS, CIOB) is highly desirable.
  • Extensive experience in quantity surveying, with a focus on cost planning, value engineering, and risk management.
  • Proven experience working in a specialist subcontractor environment is desirable.
  • Experienced in leading commercial activity on projects in the advanced construction sections (Pharma, Semi-Conductor, Data Centres) to values up to £100M.
  • Proven expertise in managing major mechanical plant and project change control processes.
  • Strong leadership and mentoring skills, with a willingness to assist and develop junior team members.
  • Excellent communication, negotiation, and stakeholder management abilities.
  • Experience with ERP cost systems such as SAP, COINS and ORACLE.
  • Experience in quantity take off and measurement of works.
  • Willing to travel as required (nationally).
  • High level of proficiency in MS Excel and other relevant applications (PowerBi, Access, CostX, Bluebeam etc.)
