The Role

Are you ready to take the next step in your Procurement career with NHS Lanarkshire? As Senior Procurement Manager, you will have the opportunity to deliver innovative procurement solutions and the highest standards in procurement practice. In this role, you will support the General Manager Procurement & Logistics in the day-to-day management of Procurement services and work closely with key external bodies such as Scottish Government and National Services Scotland, gaining valuable insights into public procurement across Scotland.

In this dynamic role, you will support NHS Lanarkshire’s Procurement service to achieve financial targets and provide strategic procurement advice to staff and senior management. You'll be instrumental in shaping procurement practices by developing and implementing robust policies and procedures, managing complex negotiations for high-value contracts, and driving continuous improvements in procurement practices.

On a daily basis, you will manage and develop a team of procurement professionals to deliver a diverse work plan of procurement and commercial activities. What we'll need you to bring

  • Educated to postgraduate level.
  • The education requirements for the role would be met by attainment of:

Chartered Institute of Procurement and Supply (CIPS) Level 6 Professional Diploma with MCIPS designation, plus evidence of additional highly specialist knowledge, skills and experience acquired through attainment of CIPS Chartered Status;

or

Master’s degree or procurement-focussed MBA, and/or a combination of training, study and experience at an equivalent level.

  • Significant in-depth experience, preferably within healthcare or another large, complex organisation.
  • Experience of procuring contracts in accordance with Public Contracts Regulations 2015 (or similar EU derived public procurement legislation).
  • High level of competence in the critical leadership behaviours:

    • Communicating effectively

    • Achieving results
  • Significant experience in managing and leading staff delivering procurement services.
  • In-depth experience of applying procurement theory and strategy.
  • Highly developed specialist knowledge of procurement theory and strategy.
  • Excellent working knowledge and experience of modern procurement systems.
  • Extensive knowledge of public procurement legislation, particularly the Public Contracts (Scotland) Regulations 2015.
  • An aptitude for achieving objectives within an area of intensity and competing demands.
  • Highly developed ability to analyse, interpret and make recommendations.
  • Ability to influence other professionals towards considering new ways of working.
  • Demonstrated ability in presenting ideas for change by reasoned argument and persuasion.

It would be great if you also have

  • Procurement related master’s degree/MBA or a combination of additional training, study and experience at an equivalent level.
  • Experience managing and delivering high-value/risk procurement projects to deliver best value outcomes.
  • Experience of procurement in the healthcare sector is desirable.
  • Experience of dispute resolution and managing supplier challenges in accordance with public procurement law.
  • Experience of procuring contracts in accordance with Procurement Reform (Scotland) Act 2014.
  • Well-developed knowledge of contract law principles.
  • Knowledge of change management principles.
  • Knowledge of NHS governance, structures and processes is desirable.
  • Proven ability to engage effectively with stakeholders and senior members of staff internally and externally.
  • Car Driver with a full, valid UK/EU/EEA licence.

Location and Working Pattern

The office location for the role will be at NHSL Headquarters, Kirklands Hospital, Bothwell, G71 8BB. Remote, hybrid working is available based on a minimum 2 office days per week.

The working pattern for this role is Monday - Friday.

From 1 April 2024, the working week for NHS Agenda for Change workers in Scotland will be reduced. Full-time hours will reduce from 37.5 to 37 hours (pro rata for part-time staff) without loss of earnings.

NHS Lanarkshire will implement this change but it may not be possible to fully transition from 1 April and there may therefore be some areas of the organisation where implementation may take longer. If the department is currently unable to safely accommodate the reduced hours from 1st April, you may be required to work 37.5 hours per week until the department can meet the requirements without impacting patient safety - you will, of course, be remunerated accordingly. NHS Lanarkshire is committed to full implementation of the 37 hour working week across all areas as soon as it is safe to do so.
