As the council continues to look at more effective and innovative ways to serve the people of Leicester, we'll continue to lead the way. Through the creation of clean, open accessible code that is easy for others to reuse following a progressive enhancement approach. You'll design and test code which meets user needs and creates meaningful interactions and relations with users that follows web standards to time and that meets quality targets of the three fundamental frontend technologies (HTML, CSS, and JavaScript) and identify appropriate patterns to make best use of technologies and their best features.
Designing the overall information structure and graphical style for substantial, complex, or high-profile websites, considering the target audience and the objectives of the customer organization.
The ideal candidate will be proficient in both front-end and back-end development and have a strong understanding of modern web technologies and frameworks, and the ability to work collaboratively in a fast-paced environment.
This is a career graded post (LG Band 6- LG Band 8). Appointment to a level will depend on the outcome of the selection process and experience of the successful candidate. Dependent on availability of work/vacancy at a higher level, progress will be by satisfactory performance, agreed at annual Appraisals and through ongoing supervision.
These are full-time, permanent posts working 37 hours per week from Monday to Friday. You'll have flexibility in hybrid working being both office-based at City Hall or working remotely from home to suit your needs.
Focusing on Specialist Technical Activity and Frontend Development, you'll provide technical advice and representation for the IT team across the authority.
Administering, developing, and supporting the council's web content management systems, developing new websites and plugins, and ensuring that the systems are kept up-to-date and appropriately configured. You'll select and use appropriate tools and techniques to provide web interfaces to new and existing applications and advise clients/users and developers on technical matters relating to such interfaces.
Ensuring the security and integrity of the Councils websites by encouraging and enforcing adherence to web standards that ensure availability, integrity, authentication, and confidentiality.

Having experience managing websites and hosting in the field of Web front-end application, coding, and design. You'll be able to apply methods and techniques for structured reviews, including reviews of technical work products, test plans, business cases, architectures, and any other key deliverables.
With experience of holding and managing a caseload of applications/requests/relationships/accounts. You'll need to undertake complex assessments/investigations/evaluations/analyses and resolving associated issues/conflicts/anomalies. Managing important relationships & carrying out negotiations.
Delivering products using proven industry approaches such as MVP, Agile methods such as Sprints, Kanban boards, User Stories, and Prototyping including the ability to author design documentation such as Entity Relationship diagrams and other logical design documents.
