Job description

We are looking for a Senior Facilities Manager (Hard Services) to join our Property and Office Services Office at the House of Lords. This is an exciting position where you will act as the intelligent client and represent the House of Lords, ensuring Hard FM service providers, in-house and outsourced are delivering excellent services to the House of Lords.

This is a varied role where you will ultimately work to ensure the delivery of a seamless, customer-focused and Hard FM service that meets the needs of our community and is fit for purpose. Your day-to-day duties will range from undertaking audits on contractor performance to ensuring planned and reactive maintenance work or providing reports or action plans on current or future works and on any failures or investigations.

This is an opportunity to work onsite at Parliament with some home-working opportunities for up to 2 days a week and dependent on business needs. This is a fantastic opportunity for someone with strong technical knowledge and experience in mechanical, electrical and general hard services, who is keen to apply this in a fast-paced, unique UNESCO heritage site and advise and support a range of stakeholders in these areas.

You’ll be accountable for:

  • Providing guidance and advice to the Director and Deputy Director of Estates and Facilities.
  • Providing advice and guidance in the form of reports and correspondence to the Director and Deputy Director of Estates and Facilities, key stakeholders on project business cases, understanding and interrogating technical design detail and technical requirements.
  • Ensuring that the operational service needs of the House are delivered with a focus on excellent customer service standards.
  • Monitoring performance of the SLA and KPI’s with the House of Commons by scrutiny of the monthly reports and using the in-house CAFM system (currently Planon) to ensure KPI’s for PMST and third-party contractors are met and services standards maintained.
  • Leading to ensure that we are monitoring and maintaining a safe and efficient working environment across our estate.

What we’re looking for:

  • Strong technical knowledge and experience in mechanical, electrical and general hard services across a range of building service disciplines.
  • Experience in an intelligent client role with strong contract management experience – including the management of contractors and in-house service providers, management of service level agreements and key performance indicators.
  • Ability to assimilate and input complex technical, financial information within business cases and project documentation, assessing works costs and budgets for specific projects across the Parliamentary Estate.
  • Proficient in CAFM, BMS and Energy Management platform systems, MS Office, and modern smart office technologies.
  • Working knowledge of Health and Safety and fire safety in the workplace, for example risk assessments and method statements.
  • A demonstrable ability to provide high level briefing of technical requirements and assimilation of information, verbally and into briefing papers to be read by a wide range of stakeholders.
  • Ability to flexibly lead, manage and develop a team.

What you’ll get in return:

  • 30 days annual leave (increasing to 35 after one years’ service).
  • Generous pension scheme.
  • Parliamentary health and wellbeing programme.
  • The opportunity to witness history in the making!

Please complete your online application by midday (12pm) on Thursday 17 April 2025.
