Serco have an exciting opportunity for an Engineering Superintendent to join their Technical Services team based in Portsmouth. In this role you will be responsible for the technical management, maintenance, and compliance with all regulatory standards of assigned vessels within the contract. Reporting directly to the Technical Manager, you will liaise closely with our Operations Team to maximise vessel availability to the customer and facilitate the contract delivery.

You will provide day to day management of delegated technical budget and oversight of assigned vessel’s crews and engineering staff. We are looking for an experienced individual who will be able to deliver best practice and be an essential point of contact for our contract.

Main accountabilities:

Customers:

1. Delivering maximum vessel availability to Contract Managers by optimising planned maintenance downtime in cooperation with operations teams. Ensuring timely rectification of vessel defects.
2. Conducting and reporting of routine vessel inspections to ensure Safety and Material standards are maintained.

Operational Excellence:

1. Managing the technical aspects of vessel operations in alignment with Company SMS and ISM standards including document control and record keeping.
2. Ensuring the safe and efficient operation of all assigned vessels, monitoring performance, and assisting with other vessels as necessary.
3. Monitoring of Class and Flag Survey and Certification status, arranging timely preparation and conduct of surveys as required. Maintaining assigned vessels regulatory compliance at all times.
4. Preparation and conduct of MoD Authority surveys and inspections as may be necessary.
5. Assessment, monitoring and timely rectification of vessel and base defects in alignment with Company policies.
6. Fully utilising, and monitoring compliance with, the Companies planned maintenance and purchasing systems.
7. Arrangement and control of Contractors, acting as Authorising Person as necessary on Company vessels. Ensuring contracted works are undertaken safely, in compliance with company procedures and any class or flag state rules applicable.
8. Planning, preparation and management of vessel dry-docking and afloat repair periods, including drawing up of repair specifications suitable for tender and liaison with Class and Flag for certification surveys.
9. Supervision of refit projects may require on-site attendance at out of port repair facilities for prolonged periods from time to time.
10. Assisting in the raising and progressing to delivery of goods and services requisitions in alignment with purchasing policy.
11. Ensuring continuity of department service delivery in times of absence, by full and effective hand-over.
12. Deputising for other Superintendents or the Technical Manager in times of absence and undertaking other tasks as may be delegated from time to time.
13. Ensuring the management team and DPA are kept appraised of any matter affecting safety or operational delivery.

People & Culture:

1. Ensuring that all activities are undertaken in a safe environment and are fully compliant with MCA, Class, HSE, ISM, ISPS & CDM codes and any other legal requirements that may be applicable to the contract at all times.
2. Point of contact for day-to-day management, mentoring and guidance of afloat engineering staff.
3. Promoting and fostering good working relationships with all employees, suppliers and contractors.
4. Exemplifying and promoting ethical behaviours.
5. Ensuring all activities are undertaken in alignment with corporate policy, contract needs, and business strategy.

Financial:

1. The role will report to and support the Technical Manager and Head of Service Delivery (Portsmouth) in the financial management of assigned vessels and equipment.
2. Monitoring and control of expenditure for assigned vessels and equipment against delegated budgets and timely reporting of anticipated variances.
3. Approval of requisitions for goods and services within limits of authority.
4. Seeking best value for expenditure at all times.
5. Seeking and promoting opportunities for efficiencies without detriment to safety or levels of service.
6. Ensuring all expenditure is in alignment with governance policies.
7. Providing SME input and supporting the Technical Manager in formulation of budgets and financial forecasts.

What you’ll need to do the role:

1. Qualified to Class II (Motor) Certificate of Competency level and HND in an Engineering discipline.
2. In depth knowledge of the ISM Code, Workboat Codes and other maritime legislation.
3. Thorough knowledge and experience of Class and Flag Authority compliance, and survey routines.
4. Knowledge and experience of computer based planned maintenance systems.
5. Financially literate.
6. Experience and competence with IT systems and MS office applications.
7. At least 5 years relevant sea-going experience at a senior level in the commercial marine industry.
8. In depth knowledge and experience of engineering and technical best practice and processes.
9. Experience of successful people management and team development.
10. Project and programme management expertise would be beneficial.
11. Full UK drivers’ licence.
12. Ability to meet MOD security clearance is an essential criteria.
