The Role:

As a Programme Manager in the Integrated Commissioning Team and focus on leading the Mobilisation Implementation function, you can make your own powerful contribution to improve people’s lives. You’ll be responsible for helping to mobilise and implement the changes achieved by the Councils, supporting the next step of re-procurement programmes across Home Care and Learning Disabilities and overseeing the planning and delivery of these work programmes in Integrated Commissioning.

Expect to work closely with the contract managers and key stakeholders and providers for the successful mobilisation and implementation of contracts care and support services from existing providers to all those awarded new contracts, managing any transition, meeting agreed objectives, targets and timescales. You’ll also work with a range of providers and departments, while overseeing management of internal and external project and programmes. Ensuring that the Directorate activities are effectively managed and delivered on time will be your prerogative, along with the management and deployment of the resources needed. This role will call upon your leadership skills and passion for delivering change when managing various teams.

Building effective relationships between ASC teams, providers and service users to support and enable the successful mobilisation implementation, supporting stakeholders through the use of project and programme management expertise, and collaborating to resolve cross-cutting issues are all key aspects of this role. You will also play a vital role in providing assurance on performance while managing risks and issues for early resolution.

Prepare to actively promote best practice at all levels in the Councils, relying on your communication, risk-identifying and mitigation skills.

This is a unique opportunity for you to make a real difference in the lives of the residents of WCC and RBKC, using your skills, passion and knowledge. Your background will be within social care and public health, volunteering with departments across Councils, such as health. You should have a proven track record in leading and managing multi-faceted, complex projects, ideally in social care or NHS, while being familiar with the delivery of new contract or service mobilisation and transition.

You should also have the ability to pre-empt issues and their solutions, build collaborative relationships with all stakeholders, apply strong analytical skills to develop change strategies and work under pressure to manage and prioritise deadlines. Having strong emotional intelligence, the ability to navigate ambiguity with political agility, and having good attention to detail are all attributes that will help you thrive in this role.

You should also be politically sensitive, be able to influence and work within a team and know how to not be slowed down due to unnecessary bureaucracy. Other skills that will put you ahead are excellent data management skills, great risk-analysing ability, and knowing how to understand complex information. Most importantly, you should be passionate about improving adult social care outcomes for people across Westminster and Kensington and Chelsea.
