Job description

The Senior Operational Buyer is responsible for the end-to-end procurement of contingent labor services, ensuring that the company has access to qualified temporary workforce solutions to meet project and operational demands. This role requires close collaboration with staffing agencies, contractors, and internal stakeholders, while also ensuring compliance with company policies, labor regulations, and budgetary guidelines.

Key Responsibilities:

  1. Procurement and Supplier Management:
    • Creation and maintenance of Purchase Orders from Purchase Requests in SAP (including Service Purchase Orders).
    • Support sourcing process for contingent labor and close cooperation with the Category Manager.
    • Build and maintain relationships with staffing agencies, freelancers, and service providers accepted by the Category Manager.
    • Support negotiation of competitive pricing, payment terms, and service level agreements (SLAs).
    • Continuously evaluate supplier performance and ensure adherence to quality and compliance standards.
  2. Contract Management:
    • Regularly review and update excel files and folders related to existing contracts to reflect changing labor market conditions and company needs.
    • Mitigate risks associated with contingent labor by ensuring legal and ethical compliance, including adherence to labor laws, health and safety regulations, and company policies.
  3. Strategic Sourcing:
    • Support Category Manager in the leverage of technology, tools, and analytics to forecast demand, assess supplier capabilities, and optimize the procurement process.
    • Work with internal departments to identify contingent labor needs and deliver timely solutions.
  4. Vendor and Stakeholder Relations:
    • Collaborate with HR, legal, and operational departments to ensure alignment between workforce needs and supplier capabilities.
    • Be the first contact person for suppliers, maintain communication and if needed escalations to the Category Manager. Resolve conflicts, ensuring consistent service delivery and workforce availability.
    • Prepare SAP and not only based performance reviews, ensuring continuous improvement in service delivery, quality, and cost management.
  5. Budget and Financial Oversight:
    • Ensuring procurement activities align with financial goals and global category strategy.
    • Analyze and report on spending trends, identifying opportunities for cost savings and process improvements.
    • Work closely with the finance team to ensure timely processing of invoices and payments.
  6. Compliance and Risk Management:
    • Ensure compliance with labor laws, industry regulations, and company policies in cooperation with the local HR team.
    • Implement and maintain processes to mitigate risks associated with contingent labor, such as co-employment or classification issues.

Qualifications:

  • Bachelor’s degree in Business, Supply Chain Management, Human Resources, or a related field is nice to have.
  • 5+ years of experience in procurement, with specific expertise in contingent labor or staffing services.
  • Strong negotiation and contract management skills.
  • Knowledge of labor laws, contract regulations, and compliance standards in the contingent labor market.
  • Excellent communication, relationship management, and problem-solving skills.
  • Proficiency in procurement software and vendor management systems.
  • Ability to work independently, manage multiple projects, and meet deadlines.

Preferred:

  • Certified Professional in Supply Management (CPSM) or other relevant certifications.
  • Experience working in fast-paced industries like IT, engineering, or healthcare with high contingent labor needs.
