Job description

Location: Marischal College, Broad Street, Aberdeen

Duration: Permanent, Full Time

Roles that require PVG Membership

Please note that with effect from 1 April 2023, where a role requires PVG membership, candidates will be required to meet the cost of the PVG membership. This applies only to roles with a full time equivalent salary of £30,000 and above. (Teaching roles and jobs at Grade 11 and above (currently £30,285 per annum / £16.64 per hour)

The Council will pay for the PVG membership cost initially, either £18 for existing PVG scheme members, or £59 for non-members, and this cost will be deducted from an employee’s first FULL month’s salary payment.

Job Purpose/About the Role

This role is responsible for managing the city-wide Roads Service which incorporates the Regulation, Engineering, and Operations relating to design, build, and maintenance of the Council’s roads Infrastructure. This includes within the Regulation area both Traffic and Development Management which focuses on Road Safety, Traffic Management, and Development Control. The Engineering area is focused on Project and Engineering Management which includes the design, project management, and specialist engineering disciplines to support new and existing infrastructure works. The Operations area is focused on Network Management and all Operational aspects which includes monitoring, inspection, and access to the network, along with all frontline services such as public safety and repairs.

The Post Holder Needs to Hold as a Minimum:
  • Educated to Incorporated Engineer or equivalent level in a relevant discipline.
  • Membership of relevant professional body.
The Postholder is Able to Demonstrate:
  • Extensive experience relating to work portfolio and knowledge of relevant legislation and best practice.
  • Proven record at management level of the ability to manage people and teams, delivering required results within a customer-focused organisation.
  • Proven ability to manage and deliver a range of strategies and projects to set deadlines.
  • Proven ability to achieve continuous improvements in delivery of services and performance of staff.
  • Proven experience of having established and maintained successful, complex internal and external relationships across a variety of forums.
  • Proven experience of having effectively designed and developed policies and procedures to ensure statutory compliance, improve service delivery, and achieve organisational aims.
  • Proven record of maximising resources and enhancing the quality ethos to ensure efficiency and best value.
  • Proven experience of having effectively managed resources including human, property, financial, and ICT in order to achieve excellence in service delivery and organisational capability.
  • Proven interpersonal and team leadership skills.
  • Proven customer relations skills.
  • Ability to work under pressure to within designated timescales.
  • Proven ability to communicate clearly, concisely, and persuasively with a range of audiences.
  • Effective influencing and negotiating skills.
  • Experience of managing budgets.
  • Proven ability to manage press and media enquiries.
