Job Purpose

To lead key aspects of the company’s response to multiple regulatory projects across their lifecycle. This involves participating in cross-disciplinary teams to:

  • Support in identifying key delivery requirements (eg: from the regulator)
  • Help establish key strategic and specific outcome requirements for UUW and its stakeholders
  • Prepare and deliver materials that can be used to obtain endorsement and buy in for the identified strategy from senior leadership and Executives
  • Execute outcomes to time, cost and quality, managing and mitigating risks

This role will require regulatory expertise, an ability to take ownership of specific projects or outputs, and adaptability across a range of changing responsibilities. It will also require the jobholder to communicate confidently, both verbally and in writing, and across a range of internal and external audiences.

Job Accountabilities

To deliver specialist regulatory input into Ofwat gateways for investment projects (including prospective SIPR, DPC and enhanced "gateway" projects as well as the HARP DPC project during the construction and operational phases.)

This will include:

  • Identifying and analysing Ofwat’s requirements and developing approaches to meeting these requirements.
  • Managing the working-level relationship with Ofwat to ensure the project meets regulatory requirements and compares favourably to Ofwat’s expectations for projects subject to DPC, SIPR or other gateway requirements.
  • Internally, providing advice and thought leadership in a multidisciplinary team to secure excellent regulatory and commercial outcomes, including in communicating regulatory requirements and advising how these can be addressed.
  • A detailed response to a high profile regulatory policy consultation
  • Providing a reliable, accurate and complete submission in response to a regulatory inquiry or request for information
  • A medium term study or programme in response to a specific regulatory driver (eg: water trading strategies, new business financing models)
  • Providing specific responses or document creation for particularly difficult elements of broader programmes (eg: DPC, Innovation, Cost Efficiency chapters of the Price Review)
  • Supporting in managing licence change processes with the legal team and gaining consent from the Board
  • Supporting the regulatory interface on specific projects or project types (eg: other DPC, SIPR) to achieve successful working relationships and good negotiated outcomes
  • Contributing to ad-hoc reviews and challenging submissions in adjacent business areas
  • Involving interacting with other teams to provide information, advice and feedback on meeting regulatory objectives
  • Working with legal, asset management, corporate affairs, wholesale, finance and other teams as required
  • Managing working-level relationships to ensure stakeholder expectations are met or exceeded
  • Including senior regulators, government officials, politicians, customers and other stakeholders as required
